The Planned Development to construct three detached single-family homes and retain the <br />existing duplex subject to the recommended findings and revised recommended <br />conditions of approval, by motion. <br />BACKGROUND <br />• The subject property comprises two parcels totaling 14,500 square feet which would be <br />subdivided into four smaller parcels each containing a detached residential building. The <br />existing two-story duplex at the front of the property would remain in its existing location. <br />Two new detached two-story units would be constructed on the westerly half of the site and a <br />new three-story detached unit would be constructed on the northeasterly portion of the site <br />behind the existing duplex. A central driveway via Callan Avenue would serve access to the <br />residential units that flank it (see attached exhibits). The driveway would access the attached <br />two -car garages at the ground floor of each residential building and two uncovered parking <br />spaces between the existing duplex and the three-story unit. <br />• The exterior elevations of the new homes will have a `Craftsman -style' appearance with the <br />use of stone wainscoting, horizontal wood siding, projecting bay elements, vertical hung <br />window with wood trim, complex hipped roof design, roof dormers, and composition <br />shingles. The new homes also include enhanced front porches, less prominent and <br />deemphasized garage door placement, and upgraded craftsman -style garage doors. Computer <br />generated three-dimensional simulations will be presented by the applicant at the City <br />Council hearing. <br />• In January 2007, the Planning Commission conducted a work session to review a proposal. <br />The Commission made favorable comments on the site planning and architectural design and <br />expressed a consensus that three new units and the retention of the existing duplex was an <br />acceptable density for the project site. The Commission made recommendations related to <br />enhancing the exterior appearance of the project by reducing the height of the three-story <br />home in the rear and by adding a design element to the duplex to reduce its two-story vertical <br />mass. <br />• At the October 11, 2007 Planning Commission public hearing, the proposed plans went to the <br />Commission for a formal hearing. At that meeting the Commission commended the applicant <br />for the effort made in planning and designing the proposed project. The Commission found the <br />revision to the three-story home acceptable. The height of the building was reduced and the <br />proportions and aesthetics of the home were improved. The Commission however <br />recommended that the enhancement to the duplex needed a little more work. The applicant will <br />prepare a revised elevation and revised detail on the front of the duplex to address the <br />Commission's concern by the City Council meeting date. <br />Current City Council Policy <br />Not applicable <br />Previous City Council Action <br />Not applicable <br />
