C. The equipment shelter will be concrete material and be 20 feet wide by 12 feet deep and 10 feet, 3 inches tall. In addition to the wireless communication antennas, two (2) Geographic Positioning System (GPS) antenna will be mounted to the top of the equipment shelter, and shall not extend more than seven inches above the fence surrounding the equipment shelter. D. The equipment shelter will be screened by 19-foot by 32-foot solid redwood fence to be stained with a natural wood color, similar to the existing wood screens for the other wireless equipment shelters on site. The fence height shall not exceed 10 feet, six inches. III CONSTRUCTION PROVISIONS A. Construction shall commence within one year following the Board of Zoning Adjustments approval and shall be substantially completed one year thereafter. The proper Building Permits shall be obtained from the Building and Safety Services division of the Community Development Department. B. Construction of the project shall remain in substantial compliance with the approved exhibits and plans. Any change to the project design or materials shall be subject to the review and approval of the Zoning Enforcement Officials who may administratively approve or require review by the Board of Zoning Adjustments as a modification to appropriate application approval listed above. C. Construction activity shall not commence prior to 7:00 a.m. and shall cease by 7:00 p.m. Monday through Friday, and no construction activity is permitted on Sundays, Saturdays and Federal holidays. As provided in this City of San Leandro's Noise Ordinance (ORDINANCE NO.2003 - 005), "construction" shall mean any site preparation, assembly, erection, substantial repair, alteration, demolition or similar action, for or on any private property, public right-of--way, streets, structures, utilities, facilities or similar property. Construction activities carried on in violation of this Article may be enforced as provided in Section 4- 11-1130, and may also be enforced by issuance of a stop work order and/or revocation of any or all permits issued for such construction activity. D. Construction activity shall not create dust, noise, or safety hazards for adjacent residents and properties. Dirt and mud shall not be tracked onto Fulton Avenue from the project site. E. Construction activities shall not create dust, noise, or safety hazards for adjacent properties. F. The applicant and/or property owner shall obtain an Encroachment Permit from the Engineering and Transportation Department prior to starting any work within the public right-of--way.
