V. ENVIRONMENTAL SERVICES REQUIREMENTS <br />A. Prior to issuance of business license, a Hazardous Materials Business plan shall be <br />submitted for the auto repair business proposed for 2025 Alvarado Street. <br />B. No work shall be performed on any vehicles that are either outside the building or <br />without overhead cover, per State Stormwater requirements. <br />C. An aboveground storage tank permit (AST) shall be submitted for any relocated <br />aboveground storage tanks. This includes the motor oil tanks and used motor oil <br />tanks. AST applications are available at the Environmental Services Division. <br />D. Any used vehicle liquids including but not limited to anti-freeze, engine and <br />transmission oil, or brake fluid shall be placed in an approved container for the <br />specific liquid and removed from the site for recycling or disposal by a qualified <br />company. No used vehicle liquids shall be placed in a trash container to be picked <br />up as refuse for disposal in a land fill site. In addition, all paint related by-products <br />shall also be properly disposed as required by Federal, State and City's <br />Environmental laws. <br />VI. BUILDING AND FIRE DEPARTMENT REQUIREMENTS <br />A. Prior to Certificate of Occupancy, the project shall comply with all Fire and <br />Building Code standards. <br />B. All necessary building permits shall be obtained, if necessary. A final interior <br />tenant improvement plan shall be submitted to the Building Department and <br />distributed to the Fire Department, as necessary for interior tenant improvements. <br />C. Two separate City Business Licenses shall be obtained for each independent <br />business being a smog test only facility as one and an auto repair and service <br />facility as the other. <br />D. The vehicle repair use in either space known as 2023 Alvarado Street or 2025 <br />Alvarado Street shall not include or involve cutting, welding or open flame work. <br />VII. ENGINEERING REQUIREMENTS <br />A. The proposed development shall comply with City ordinances, policies and <br />regulations. All improvements shall be in accordance with the City's Design <br />Standards, Specifications and Standard Plans unless otherwise specifically approved <br />by the City Engineer. <br />B. Pursuant to Government Code Section 66020, including Section 66020 (d) (1), the <br />City HEREBY NOTIFIES the applicant for this Project that the 90-day approval <br />period (in which the applicant may protest the imposition of any fees, dedications, <br />Agreement to Conditions October 20, 2005 <br />PLN2005-00089 Page 6 of 8 <br />
