F. Prior to the issuance of building permits, the applicant shall pay the underground utility <br />conversion fees for the San Leandro Blvd frontage in accordance with the provisions of <br />the City Underground Utilities District Master Plan. (Approx. $175/LF -Actual amount <br />will be calculated at time of building permit issuance) <br />G. Prior to the issuance of building permits for the project, the Developer shall obtain an <br />Encroachment Permit from the Engineering and Transportation Department for any <br />work within public right of way. <br />H. Applicant shall remove any broken and uplifted sidewalk, driveway, curb and gutter <br />along the full project frontage and shall construct new City standard sidewalk driveway, <br />curb and gutter in the same location and alignment as the existing curb and gutter. <br />I. Applicant shall remove any unused driveways and construct new City standard <br />sidewalk, curb and gutter in the same location and alignment as the existing sidewalk, <br />curb and gutter and shall construct City of San Leandro standard commercial driveway <br />approaches. <br />J. All utilities and services to the new buildings shall be undergrounded. Appurtenant <br />facilities shall be flush type rather than above grade pedestals. <br />K. The City's municipal stormwater permit requires that the project implement site design <br />measures to minimize land disturbance, the creation of impervious surface area and <br />changes in volume, flow, rate, timing and duration of runoff. It requires the project to <br />implement source control measures and post-construction stormwater treatment controls <br />that control sources of pollutants associated with the post-construction phase of a project. <br />Examples of appropriate site design features, source control measures and post- <br />construction stormwater treatment controls can be found on the Alameda Countywide <br />Clean Water Program (ACCWP) website: www.cleanwaterprogram.org. <br />L. The City's municipal stormwater permit requires that all runoff be treated to remove <br />sediment and water borne pollutants prior to discharge into a public facility. Examples of <br />control measures include, but are not limited to: routing of pavement and roof runoff <br />through vegetated swales, vegetated filter strips or landscaped areas in lieu of direct <br />hydraulic connection to the storm drain system; structural control measures, such as sand <br />filter(s), vault-based hydrodynamic separators or vault-based media filters or other <br />methods that may be proposed by the applicant and approved by the City Engineer to <br />intercept and pretreat storm water prior to discharging to the storm drain system; and/or <br />other Best Management Practices that the applicant may propose. <br />M. The Applicant shall comply with the provisions of the City's Grading Ordinance and the <br />Urban Runoff Clean Water Program. The City requires a grading permit any time more <br />5000 square feet earth surface is disturbed. The Ordinance requires that an erosion <br />control and sediment plan be prepared, submitted and approved by the City prior to <br />issuance of a Grading Permit. <br />N, Prior to the issuance of Building Permits for the project, the landscaping and irrigation <br />plans for the project shall be approved by Community Development Department and the <br />Engineering and Transportation Department.
