Discussion Regarding Citizen Appointment to the Oakland Airport/Community Noise <br />Management Forum <br />Kathy Ornelas reported that the 2 -year appointment of Will Fernandez as the San Leandro <br />citizen representative to the Noise Forum had expired. Mr. Fernandez is willing to serve <br />another term. <br />Committee members recommended that Mr. Fernandez be re -appointed to the position for <br />another 2 -year term. However, Councilmember Prola stated that in 2009 he would like to see a <br />general recruitment done to see what other community members might be interested in serving <br />in the position. <br />Committee Recommendations <br />Schedule re -appointment of Will Fernandez as the San Leandro Citizen Representative to the <br />Oakland Airport/Community Noise Management Forum when other City Council committee <br />appointments are made for 2008. <br />3. Report from North Field and South Field Study Groups and Aviation Stakeholders <br />Advisory Committee <br />Kathy Ornelas gave a report on the most recent Study Group and Advisory Committee <br />meetings. The North Field and South Field Groups continue to review data about unusual <br />noise events and Airport Noise Management Office staff continues to follow-up with pilots <br />who are not in compliance with the airport's voluntary noise abatement policies. <br />The North Field Group is reviewing the list of original study subjects from 1997 to see what <br />items are still viable for research by the group and which have been resolved. Installation of a <br />second instrument landing system at the North Field continues to be stalled due to staffing <br />changes and budget limitations at the FAA. The Group has asked that the Noise Forum ask <br />Congressman Stark to urge the FAA to make progress on this project. <br />Larry Galindo has been appointed as the new manager of the Airport's Noise Management <br />Office. With the retirement of Larry Berlin as the Airport's North Field Manager, Airport <br />Operations Supervisors are rotating through the position for the next few months until a new <br />appointment is made. <br />
