• The Agency continues to facilitate business development efforts and is currently <br />developing a downtown retail strategy to brand and market the downtown to attract <br />new retail businesses and restaurants and encourage facade and building improvements to <br />revitalize the area. <br />Additional programs and initiatives undertaken during the years governed by the 2004-2009 <br />Implementation Plan, and implemented in pursuit of the economic development objectives, <br />follow: <br />• Kohl's department store, Bed Bath and Beyond, Old Navy, Staples, Chili's, Starbucks, <br />Jamba Juice and a relocated Chevys opened for business at Bayfair Center. Interior mall <br />improvements were initiated and additional mall improvements are also scheduled. <br />Design work continues for future phases, all privately funded by mall owner, Madison <br />Marquette. <br />• The Alameda County Community Development Commission, in conjunction with the <br />Agency and BART completed the Bayfair BART/Coelho Drive Pedestrian Improvement <br />Project in 2007 connecting East 14th Street to the Bayfair BART station. <br />Public Improvements Objective: Upgrade the appearance of the Project Area visible to the <br />public so that it will be more inviting to consumers and residents, stimulating increased sales and <br />private investment in the area. <br />Public Improvements Programs: The Agency will, as opportunities arise and resources allow, <br />fund capital improvement projects of public benefit. The highest priority will be given to the <br />following projects: <br />• Development is currently underway on the proposed approximately 21,000 sq. ft. Senior <br />Center on Agency owned land at 13889 East 14th Street. The preliminary design <br />includes classrooms, arts and crafts areas, exercise rooms and a large main hall. In <br />addition, the building will be designed to serve as an Emergency Operations Center. <br />• Plans are underway to underground the above-ground utility lines along East 14th <br />Street. Phase One of the project, which runs from 150~h Avenue south to the City border, <br />is being led by AT&T and is scheduled to begin construction in summer 2008. Design <br />work is scheduled to begin in 2008 on the City led Phase Two, which will underground <br />the utilities from 150th Avenue north to Lillian Avenue. <br />• Staff is continuing to work to improve the streetscape and medians along south area of <br />East 14th Street. As part of the Senior Center Project, construction began in fall 2007 to <br />improve the access to San Leandro Hospital and the Senior Center, through street <br />realignment, improved traffic light signalization and the creation of median at East 14th <br />Street and 138th Avenue. In addition, design work has been completed for a streetscape <br />and median improvement project which will run along East 14th Street from 136th Avenue <br />to 143rd Avenue. Construction is scheduled to begin in spring of 2008. <br />• Agency staff has continued to focus on improving the pedestrian connections and <br />parking facilities at, between, and around Bayfair Center and Bayfair BART. <br />Mid-Term Review Page 8 <br />
