fourth phase is nearing completion. In addition, the Agency participated, in and <br />completed auxiliary work to improve the intersection at Davis Street and Doolittle Drive. <br />• Agency staff has continued to facilitate the planning process for new or significantly <br />improved, larger I-880 interchanges at Marina Boulevard and Davis Street to ease <br />congestion and stimulate private investment in the project area by taking better advantage <br />of its strategic regional location. With the passage of Proposition 1B, the renewal of the <br />half cent sales tax, and the Kaiser/ICI project coming to the forefront at the former <br />Albertson's distribution site directly adjacent to I-880 at Marina, it is anticipated that this <br />interchange will receive priority in regards to new construction and Agency staff <br />optimistically anticipates reconstruction of the interchange over the next five-to-ten <br />years. <br />• The MacArthur Boulevard Streetscape Master Plan Phase I (Durant to Superior and <br />Dutton to Estudillo) was completed in FY 2006-07. This plan included streetscape <br />enhancements and pedestrian and lighting amenities. Phase II (Superior to Dutton) is <br />currently being designed. The completion of Phase I of the streetscape project stimulated <br />renewed private investment along MacArthur Boulevard, evidenced by the completion of <br />new commercial, residential, and office projects throughout the corridor. <br />• The Agency funded the acquisition of land on the Oakland border for the future <br />construction of Eden Road, which will improve access to bustling Davis Street. The <br />Agency will continue to encourage the development of adjacent properties with value- <br />added industrial and commercial uses. <br />Additional capital improvement projects in the WSLPA which are identified as priorities and are <br />intended to be implemented in pursuit of the capital improvements objective, include. <br />• The reconstruction and/or significant repair of aging infrastructure such as streets, curbs <br />and sidewalks, and the undergrounding of utilities along major arterials and other major <br />corridors in the WSLPA. <br />Although the WSLPA is a relatively new project area and it declines tax increment from 17 large <br />parcels within it (because of an agreement with Alameda County following plan formation), the <br />tax increment increased at surprisingly rapid pace over that which was projected. It is <br />anticipated that many of the same dynamic factors (i.e. private investment, the turnover of <br />private property, additional public infrastructure improvements), will continue throughout the <br />next several years and, therefore, perpetuate a sustainable environment for future economic <br />growth. In this, available tax increment is projected to grow steadily in the next two fiscal years <br />(see table 7a), allowing business assistance projects, in addition to the major streetscape projects, <br />to be funded. <br />Mid-Term Review Page 13 <br />
