IV. ENGINEERING AND TRANSPORTATION DEPARTMENT <br />A. Prior to the issuance of building permits for the project, the applicant shall obtain an <br />Encroachment Permit from the Engineering and Transportation Department for any <br />work within the public right-of--way. <br />B. Prior to the issuance of building permits for the project, the applicant shall submit <br />an application to the Engineering and Transportation Department for a lot merge <br />of the two parcels upon which the restaurant, drive-thru facility and rear parking <br />area are sited, to create one single lot. <br />C. No construction materials and/or equipment shall be stockpiled or parked within <br />the City right-of--way without the City Engineer's approval. <br />VI. FENCING AND SCREENING <br />A. Any perimeter or screen fencing shall be structurally sound and well-maintained at <br />all times. Any damage to the existing masonry wall shall be promptly repaired. <br />B. All existing and any new roof-top mechanical equipment for the building such as <br />air conditioning/heating units, venting, or radio/television antennas shall be <br />screened from view so as not to be visible from adjacent properties or streets to <br />the satisfaction of the Community Development Director. <br />C. No barbed wire or ribbon wire shall be installed on any wall, fence or building on <br />the property. <br />D. Dumpsters shall remain inside the trash enclosure at all times with the exception <br />of emptying by the disposal company. Gates to the refuse area shall be closed <br />except when necessary to move out the dumpsters or deposit trash from garbage <br />receptacles. Individual trash receptacles placed near the building entrances and in <br />the parking lots shall be emptied on at least a daily basis and shall not be allowed <br />to overflow. <br />VII. SIGNAGE <br />A. Prior to installation, the applicant shall submit precise details for the new signage, <br />for review by the Zoning Enforcement Official. Said details shall include but are <br />not limited to location, color or copy, sign area calculations, and method of <br />construction or attachment to the building. At a minimum, the sign program shall <br />comprise of individual letters, similar in size and design. A building permit is <br />required for signage prior to installation. <br />B. No temporary or unauthorized signs, including but not limited to banners, <br />balloons, streamers and pennants shall be placed on the property unless approved <br />by the City under a Special Event Permit. <br />Agreement to Conditions May 17, 2007 <br />PLN2007-00009 Page 5 of 7 <br />
