F. Until such time as all construction for the development has been completed to the <br />satisfaction of the City Engineer, the applicant shall provide current Erosion & <br />Sediment Control Plans, and amended Storm Water Pollution prevention Plans <br />(SWPPPs) for all portions of the site where construction is ongoing. Said plans shall <br />be submitted to the City Engineer for review and approval on or before September 1 <br />of each calendar year, and shall be fully implemented on or before October 15 of <br />each calendar year. <br />G. The three former underground storage tanks USTs were removed from the property <br />between 1990 and 1999. One of the USTs was granted closure in 1997. However, <br />one of the former USTs remains an open Leaking UST case and there is no data on <br />closure for the third former UST. Prior to issuance of grading permits for the site, <br />the applicant shall be responsible for getting closure on the remaining two USTs, or <br />to have an approved remediation/groundwater monitoring well(s) in place, to be <br />reviewed and approved by the Environmental Services Division. <br />H. Prior to issuance of building permits, the applicant shall have the estimated 75- <br />100 cubic yards of lead/cadmium impacted soil removed from the site for landfill <br />disposal. Confirmation samples shall be recovered from the area subsequent to <br />remedial activities, to be reviewed and approved by the Environmental Services <br />Division. <br />I. Prior to issuance of grading permits, the hydraulic lift shall be removed under the <br />observation of an environmental professional (to be paid for by the applicant and <br />approved by the Environmental Services Division), with confirmation soil <br />sampling to address potential leakage from the lift unit. <br />J. Potentially impacted soils remain in the vicinity of the former septic tank system. <br />This area shall be over-excavated during grading activities to confirm removal of <br />un-engineered fill and potentially impacted soils. This shall be accomplished to <br />the satisfaction of the City Engineer and Environmental Services Division. <br />K. Prior to issuance of demolition and/or grading permits (whichever occurs first), <br />the remnant soil stockpiles shall be removed, to the satisfaction of the City <br />Engineer and Environmental Services Division. <br />L. Lead and asbestos-containing materials (if any exist) shall be properly managed and <br />disposed during demolition activities. Prior to issuance of the demolition permit, an <br />asbestos and lead-based paint survey shall be conducted, and plans for removal and <br />disposal of lead and asbestos-containing materials shall be reviewed and approved <br />by the Chief Building Official. <br />M. During demolition and pre-grading activities, the applicant shall pay for an <br />environmental professional (to be approved by the Environmental Services <br />Agreement to Conditions June 6, 2005 <br />PLN2004-00101 Page 8 of 29 <br />
