Given the documented low-level petroleum impacts and relatively shallow <br />groundwater at the site, a groundwater management plan may be necessary to <br />address construction dewatering, if excavations greater than 5 to 7 feet are <br />anticipated. Such plan shall be submitted for review and approval by the <br />Environmental Services Division prior to issuance of grading permits. <br />O. All remediation work shall be completed to the satisfaction of the Regional Water <br />Quality Control Board and the Environmental Services Division prior to issuance of <br />grading or building permits for on-site development. <br />P. Prior to issuance of the first Certificate of Occupancy, the applicant shall construct <br />a 16 ft. high acoustically-effective barrier along or near the south property Line <br />contiguous with Interstate 880 as a continuation of the CalTrans soundwall. The <br />barrier shall connect air-tight to the existing 16 ft. high section of freeway <br />soundwall. All open joints shall be sealed with an elastomeric sealant to achieve <br />an air-tight seal. The barrier shall terminate at the south property line. Plans for <br />the wall shall be submitted for review and approval by the Chief Building Official <br />prior to issuance of building permits for the wall. <br />Q. Prior to issuance of the first Certificate of Occupancy, the applicant shall construct <br />an acoustically-effective barrier along the south property line. The barrier shall <br />connect air-tight to the freeway barrier described above and shall be 13 ft. high <br />behind Lots 41, 42 and 43. The barrier shall be 12 ft. high behind Lots 39 and 40, <br />ll ft. high behind Lot 38 and at the side of Lot 37. The barrier maybe reduced to <br />10 ft. high from the front facade of the house on Lot 37 to the corner of the <br />property where it shall connect air-tight to the barrier described below. The barrier <br />heights are in reference to the nearest building pad elevation. Plans for the wall <br />shall be submitted for review and approval by the Chief Building Official prior to <br />issuance of building permits for the wall. <br />R. Prior to issuance of the first Certificate of Occupancy, the applicant shall construct <br />an 8 ft. high acoustically-effective barrier along the property line contiguous with <br />Washington Avenue. The barrier shall connect air-tight to the south property line <br />barrier described above. To control flanking noise, continue the barrier at 8 ft. <br />high from the property line to the setback of the house on Lot 29. The flanking <br />barrier maybe reduced to 7 ft. high from the house rear setback to the termination <br />of the side yard fence. The barrier heights are in reference to the nearest building <br />pad elevation. <br />S. The applicant shall construct an eight foot tall soundwall along the common <br />property line shared by the subject site and the adjoining residential properties along <br />the entire north edge (soundwall requirements for airtight barriers shall be through <br />Agreement to Conditions June 6, 2005 <br />PLN2004-00101 Page 9 of 29 <br />
