and details are subject to the review and approval of the Community Development Director. IV. MITIGATION OF ENVIRONMENTAL IMPACTS A. All mitigation measures indicated in the Mitigated Negative Declaration shall be included and are hereby incorporated as Conditions of Approval. (they are listed below as letters B. through LL.). Said mitigation measures are also listed in the Mitigation Monitoring Plan and the developer shall comply with and implement all provisions of said Mitigation Monitoring Plan. B. Prior to Final Map approval, the applicant shall submit aproject-specific final geotechnical report, to be reviewed and approved by the City Engineer and Chief Building Official. The report shall include but not be limited to a detailed analysis of the site's expansive soils, including liquefaction. Any recommendations contained in the report shall become conditions of approval and be included on the plans submitted for building permit approval. The applicant shall also submit all information, including a Grading Plan accompanied by Soils Engineering and Engineering Geology Reports, in accordance with requirements of the City of San Leandro Municipal Code Title VII, Chapter 12, prior to issuance of a grading permit. C. Prior to adoption of the Final Map, site-specific Hydrologic and Hydraulic calculations shall be submitted to the City Engineer for review and approval. Finished pads for the proposed homes shall be required to be built above the established base flood elevation and runoff for the site shall be designed to not impact adjacent properties. D. Prior to issuance of grading permits for each phase of construction, an erosion control plan shall be developed for the site in order to minimize any erosion that may occur during grading. Protection measures may include implementing silt fencing, hay bales and/or sand bags. The erosion control plan shall be submitted to the City Engineer for review and approval. E. In accordance with the requirements of the National Pollutant Discharge Elimination System (NPDES) permit, the applicant shall file a Notice of Intent (NOI) with the Regional Water Quality Control Board (RWQCB) advising that the project is under consideration for construction. The applicant shall submit proof of approval from the RWQCB to the City Engineer prior to issuance of grading permits. To control storm water pollution, the applicant shall comply with the regulations and provisions contained in the City's Grading Ordinance, the City's Storm Water Pollution Prevention Permit, and the NPDES, to the satisfaction of the City Engineer.
