and details are subject to the review and approval of the Community Development <br />Director. <br />IV. MITIGATION OF ENVIRONMENTAL IMPACTS <br />A. All mitigation measures indicated in the Mitigated Negative Declaration shall be <br />included and are hereby incorporated as Conditions of Approval. (they are listed <br />below as letters B. through LL.). Said mitigation measures are also listed in the <br />Mitigation Monitoring Plan and the developer shall comply with and implement <br />all provisions of said Mitigation Monitoring Plan. <br />B. Prior to Final Map approval, the applicant shall submit aproject-specific final <br />geotechnical report, to be reviewed and approved by the City Engineer and Chief <br />Building Official. The report shall include but not be limited to a detailed analysis of <br />the site's expansive soils, including liquefaction. Any recommendations contained <br />in the report shall become conditions of approval and be included on the plans <br />submitted for building permit approval. The applicant shall also submit all <br />information, including a Grading Plan accompanied by Soils Engineering and <br />Engineering Geology Reports, in accordance with requirements of the City of San <br />Leandro Municipal Code Title VII, Chapter 12, prior to issuance of a grading <br />permit. <br />C. Prior to adoption of the Final Map, site-specific Hydrologic and Hydraulic <br />calculations shall be submitted to the City Engineer for review and approval. <br />Finished pads for the proposed homes shall be required to be built above the <br />established base flood elevation and runoff for the site shall be designed to not <br />impact adjacent properties. <br />D. Prior to issuance of grading permits for each phase of construction, an erosion <br />control plan shall be developed for the site in order to minimize any erosion that <br />may occur during grading. Protection measures may include implementing silt <br />fencing, hay bales and/or sand bags. The erosion control plan shall be submitted to <br />the City Engineer for review and approval. <br />E. In accordance with the requirements of the National Pollutant Discharge <br />Elimination System (NPDES) permit, the applicant shall file a Notice of Intent <br />(NOI) with the Regional Water Quality Control Board (RWQCB) advising that the <br />project is under consideration for construction. The applicant shall submit proof of <br />approval from the RWQCB to the City Engineer prior to issuance of grading <br />permits. To control storm water pollution, the applicant shall comply with the <br />regulations and provisions contained in the City's Grading Ordinance, the City's <br />Storm Water Pollution Prevention Permit, and the NPDES, to the satisfaction of the <br />City Engineer. <br />Agreement to Conditions June 6, 2005 <br />PLN2004-00101 Page 7 of 29 <br />
