The wall shall be constructed <br />so that a panel(s) can be removed to provide reciprocal access from the project site <br />and the adjacent northerly property (Chin Property), if requested by the northerly <br />property owner (prior to the said wall's completion) note in parenthesis is for <br />clarification. Within 30 days of obtaining a building permit for the soundwall, the <br />soundwall shall be completed to the satisfaction of the Community Development <br />Director. The design of the wall shall be consistent with the design of the wall <br />adjacent to the freeway and the flood drainage culvert. The wall heights are <br />referenced to the nearest building pad elevation. <br />T. To achieve an acoustically-effective barrier, it shall be made air-tight, i.e., without <br />cracks, gaps, or other openings and shall provide for long-term durability. The <br />barriers can be constructed of wood, concrete, stucco, masonry, earth berm or a <br />combination thereof and shall have a minimum surface weight of 4.0 lbs. per sq. <br />ft. for barriers 10 ft. and taller and 2.5 lbs. per sq. ft. for barrier shorter than 10 ft. <br />If wood fencing is used, homogeneous sheet materials are preferable to <br />conventional wood fencing as the latter has a tendency to warp and form openings <br />with age. However, high quality, air-tight, tongue-and-groove, shiplap, or board <br />and batten construction can be used, provided the minimum surface weight <br />requirement is met and the construction is air-tight. Gates may be incorporated <br />into barriers that are less than 8 ft. high. The gate must meet the minimum surface <br />weight requirement and shall shut tight when closed. A gap under a gate may be <br />no more than 1". The noise control barriers must be constructed so that all joints, <br />including connections with posts, pilasters or the building shells are sealed air- <br />tight and no openings are permitted between the upper barrier components and the <br />ground. Details for proposed walls/fences shall be submitted for review and <br />approval by the Community Development Director and Chief Building Official <br />prior to issuance of building permits. Walls/fences in excess of six feet of height <br />may require submittal of additional engineering calculations for wind and load. <br />U. The applicant shall install windows and glass doors with the minimum Sound <br />Transmission Class (STC) rating according to the schedule in Table II of the Noise <br />Assessment Study. (Because of the varying heights of the floor elevations, the floor <br />elevations shown in the table are in reference to the garage floor elevation assumed <br />to be 0 ft. The rear facade is the garage side of the unit. The front facade is the <br />entry. Only units at the ends of the buildings will have one side containing windows. <br />This shall be accomplished to the satisfaction of the Chief Building Official and <br />shown on plans submitted for building permit review for each unit. <br />V. The applicant shall provide some type of mechanical ventilation for all living <br />spaces.
