City of San Leandro <br />SSMP Plan Development and Schedule <br />GOALS ELEMENT <br />The objective of the Goals element is to identify goals the City has established for the <br />management, operation and maintenance of the sewer system and discusses the role of the <br />SSMP in supporting these goals. The City is required to develop goals to manage, operate, and <br />maintain all parts of its collection system. The goals should address the provision of adequate <br />capacity to convey peak wastewater flows, as well as a reduction in the frequency of sanitary <br />sewer overflows (SSOs) and the mitigation of their impacts. In addition, goals should address <br />desired performance, safety, levels of service, resource requirements to adequately sustain the <br />system while meeting the objectives of the SSMP going forward. <br />City's Plan: <br />Our mission is to provide the most cost-effective service that provides sustainable stewardship <br />of the City's sanitary sewer infrastructure. Our goal is to identify deficiencies in our programs <br />and services, to reduce spills and adequately convey flows during peak wet weather event. <br />• To pursue a sustainable environment through excellence in wastewater collection and <br />treatment, storm water management and water recycling; <br />• Be available and responsive to the needs of the public, and work cooperatively with <br />local, state, and federal agencies to reduce, mitigate impacts of, and properly report <br />SSOs; <br />• Properly manage and maintain the City's facilities to minimize SSOs; <br />• Provide the necessary resources in terms of operations and maintenance personnel, <br />condition and capacity assessments, criticality and risk assessment, and capital <br />budgeting requirements; <br />• Identify, prioritize and continuously renew and replace sewer system facilities to <br />maintain reliability; <br />• Provide capacity for peak wastewater flows from the design storm event, as defined in <br />the City's Sewer Hydraulic Evaluation and Capacity Assurance Plan; <br />Implement regular, proactive maintenance of the system to remove roots, debris, and <br />fats, oils and grease in areas prone to blockages that may cause sewer backups or SSOs; <br />and <br />• Uphold the City's standards and specifications on newly constructed public and private <br />sewers. <br />The City has and will continue to adopt goals that result in adequate capacity to convey peak <br />flows, reduce and prevent SSOs, as well as to mitigate any SSOs that occur. <br />The City's goal is to meet all of the prohibitions relating to SSOs discharged to the waters of the <br />United States, including those that cause a nuisance as defined in California Water Code Section <br />13050(m). <br />Page 2 of 10 <br />
