THIS INCLUDES ARTICLE 16, <br />SECTION 4-1682 RELATED TO FENCES, WALLS AND HEDGES TO PRESERVE VIEWS <br />IN THE RS-VP DISTRICT; 2) LIMITED ON-LINE SALES OF USED VEHICLES IN THE <br />CC, CS, IL, IG AND IP DISTRICTS. THIS INCLUDES ARTICLE 3, SECTION 1-304, <br />ARTICLE 6, SECTIONS 2-606 AND 2-612, AND ARTICLE 7, SECTIONS 2-704, 2-706 AND <br />2-708 TO ALLOW FOR LIMITED ON-LINE SALES OF USED VEHICLES IN THE CC, CS, <br />IL, IG AND IP DISTRICTS; AND 3) TRANSIT-ORIENTED DEVELOPMENT RELATED <br />DENSITY AND DEVELOPMENT STANDARDS. THIS INCLUDES ARTICLE 2, <br />SECTION 1-204 TO ADD NEW DA-1 TO DA-6 BASE DISTRICTS; ARTICLE 6, SECTIONS <br />2-636, 2-638, 2-640, 2-642, 2-644 AND 2-646 TO ADD MINIMUM DENSITY <br />REQUIREMENTS TO DA-1 TO DA-6; ARTICLE 6, SECTIONS 2-636, 2-638, 2-640 AND 2- <br />642 RELATED TO SINGLE-FAMILY AND TWO-FAMILY RESIDENTIAL; ARTICLE 16, <br />SECTIONS 4-1662, 4-1666, 4-1672 AND 4-1674 TO ADD DA-1 TO DA-6 BASE DISTRICTS; <br />ARTICLE 17, SECTION 4-1714 RELATED TO BICYCLE PARKING; AND ARTICLE 18, <br />SECTION 4-1806 RELATED TO REGULATIONS FOR ON-PREMISE SIGNS. <br />SUMMARY AND RECOMMENDATION <br />• On November 8, 2007, the Planning Commission and Board of Zoning Adjustments <br />conducted a joint worksession and heard these items. At that hearing, members of the <br />Planning Commission and Board of Zoning Adjustments discussed the proposed zoning <br />code amendments, and interested members of the public made comments. <br />• At the December 13, 2007 Planning Commission hearing, the Commission recommended <br />that fence heights in the RS-VP District be limited to 3 feet. Anything above 3 feet in <br />height shall be restricted to glass, with other transparent materials considered as part of a <br />fence modification process that goes before the Zoning Enforcement Official. <br />• Amendments proposed for other sections of the San Leandro Zoning Code, include: 1) <br />Allowing for limited on-line used vehicle sales as a permitted use in the CC, CS, SA-3, <br />IL, IG and IP Zoning Districts; and 2) Addressing items that are considered `follow-up' <br />items initiated by adoption of the Transit-Oriented Development (TOD) Strategy.
