Zoning Code Amendments 2 January 7, 2008 <br />Fences, Walls & Hedges, On-Line Auto Sales and TOD Follow-up Items <br />changes were recommended to either of these two Zoning Code amendments at the <br />November 8, 2007 worksession or the December 13, 2007 Planning Commission hearing. <br />Recommendation: <br />• The Board of Zoning Adjustments, the Planning Commission and staff recommend that <br />the City Council hold a public hearing and adopt the Categorical Exemption and the <br />proposed zoning code amendments modifying the San Leandro Zoning Code Relating to <br />Fences, Walls and Hedges in the RS-VP District; Limited On-line Used Vehicle Sales in the <br />CC, CS, SA-3, IL, IG and IP Zoning Districts; and follow-up items associated with the <br />Transit-Oriented Development (TOD) Strategy. <br />BACKGROUND <br />• At the November 8, 2007 joint worksession, the Planning Commission and the Board of <br />Zoning Adjustments commented and asked questions about the proposed zoning code <br />amendments. After hearing staff's presentation, the Commission and Board held a <br />discussion and made recommendations, particularly as they related to the proposed <br />ordinance language for Fences, Walls and Hedges in the RS-VP District. Members of the <br />public were also in attendance and commented on the proposed zoning code changes. <br />• Specific changes to the proposed zoning code amendments discussed at the November 8, <br />2007 joint worksession are summarized below: <br />^ Allow additional types of transparent fence materials fora "view fence" including <br />welded wire (these materials were added to the language); <br />^ Include specific dimensions and gauges for fence materials to ensure transparency (a <br />minimum visual transparency requirement was added); <br />^ Rernove plastic and plexi-glass as an allowable fence material due to their propensity <br />to become cloudy and lose their transparency over time (these materials were <br />removed from the language). <br />^ Insert additional language relating to the need to maintain fences in good repair (this <br />was added) <br />Proposal• <br />A summary of the affected portions of the Zoning Code are outlined below.
