sales be allowed as a permitted use in the CC, CS, IL and IG zoning districts, provided that a
maximum of two vehicles be allowed to be temporarily stored, in conjunction with the on-line
used vehicle sales, for a period not to exceed 72 hours.
TOD Strategy Clean-Up Items
The Downtown San Leandro Transit-Oriented Development (TOD) Strategy was associated with
comprehensive land use policy changes affecting a '/2 mile radius around the intersection of
Davis and East 14th Streets. An effort is currently underway to focus on follow-up items that
need to be addressed in the City's Zoning Code, as a result of adoption of the TOD Strategy.
These changes are focused on the following: Enumerating a density standard for mixed-use
residential zoning, clarification of existing Single-Family and Two-Family Residential Uses in
the DA Districts and other minor housekeeping actions including replacement of "CD" zoning
designations with the DA-1 to DA-6 in miscellaneous Articles of the Zoning Code.
DRAFT ORDINANCES
Please see copies of attached Ordinances. For the purposes of the work session, and for ease of
review, the Draft Ordinances show a clean copy of the proposed language. Stricken and red-
lined versions of the Zoning Code language will be prepared for the Planning Commission
meeting in December.
ENVIRONMENTAL ANALYSIS
The proposed ordinances for the adoption of Zoning Code amendments related to various use
regulations and development standards changing the Fences, Walls and Hedges standards,
allowing limited on-line auto sales and changes prompted by the Transit-Oriented Development
(TOD) Strategy are exempt from environmental review under the California Environmental
Quality Act pursuant to Section 15061 (b) (3). This is because the proposed ordinances have no
potential for causing a significant effect on the environment. These Ordinances do not, in
themselves, allow the construction of any projects and therefore, have no potential for resulting
in physical changes in the environment, directly or ultimately.
PUBLIC OUTREACH
Legal requirements for notification of this meeting included publication of a legal notice and
posting of the meeting agenda at City Hall a minimum of 72 hours in advance of the meeting
date. Notices were also mailed to a total of four interested property owners, the San Leandro
Chamber of Commerce and to the City's list of Homeowners Associations.
ATTACHMENTS
Exhibit A -Proposed Ordinance No. 2007-_
VP Zone
Exhibit B -Proposed Ordinance No. 2007-
Relating to Fences, Walls & Hedges in the RS-
Relating to Limited On-Line Vehicle Sales
Joint Planning Commission /BZA Staff Report
Zoning Code Amendments
November 8, 2007
