City of San Leandro
Community Development Department
Planning Services Division
Staff Report
DATE: December 13, 2007
TO: Planning Commission
FROM: Kathleen Livermore, Interim Planning Manager
BY: Maryann Miller, Planner III
cxnioit t,
Zoning Code Amendments
Staff Report from 12/13/07 PC
Hearing
City Council
January 7, 2008
SUBJECT: Consideration of Amendments modifying the San Leandro Zoning Code Relating to
Fences, Walls and Hedges in the RS-VP District; Limited On-line Used Vehicle
Sales in the CC, CS, SA-3, IL., IG and IP Zoning Districts; and follow-up items
associated with the Transit-Oriented Development (TOD) Strategy
SUMMARY AND RECOMMENDATION
On November 8, 2007, the Planning Commission and Board of Zoning Adjustments conducted a
joint worksession and heard these items. At that hearing, members of the Planning Commission
and Board of Zoning Adjustments discussed the proposed zoning code amendments, and
interested members of the public made comments.
In response to Planning Commission and Board of Zoning Adjustments recommendations at the
worksession, staff has conducted additional research related to Fences, Walls and Hedges in the
RS-VP District, and several changes have been incorporated into the proposed zoning code
amendments. These changes are to 1) Limit the list of acceptable fence materials to include glass
or welded wire; 2) Consider the removal of plastic and plexi-glass as allowable fence materials,
due to their propensity to lose their transparency over time; and 3) Clarify that all fence materials
shall be kept in good repair.
In addition, amendments are also proposed for other sections of the San Leandro Zoning Code,
including: 1) Allowing for limited on-line used vehicle sales as a permitted use in the CC, CS,
SA-3, IL, IG and IP Zoning Districts; and 2) Addressing items that are considered `follow-up'
items initiated by adoption of the Transit-Oriented Development (TOD) Strategy. No changes
were recommended to either of these Zoning Code amendments at the November 8, 2007
worksession.
Staff recommends that the Planning Commission review the proposed zoning code amendments
and forward a recommendation for adoption of the amendments and the Categorical Exemption to
the City Council.
Planning Commission Staff Report December 13, 2007
Zoning Code Amendments Page 1 of 6
