G. That the proposed conversion will conform to the provisions of this Code in effect at <br />the time of approval, except as otherwise provided in this Section. <br />The proposed conversion will conform to the provisions of the Zoning Code in effect at the <br />time of approval. There will be an increase of off-street parking that exceeds the minimum <br />required. There will be common laundry facilities provided on the property to comply with <br />the minimum required number of washers and dryers to serve the residents. There will be no <br />physical changes to the two existing buildings that would increase its footprints, height, <br />bulk or mass. <br />H. That the overall design and physical condition of the condominium conversion <br />achieves a high standard of appearance, quality, useful life, and safety. <br />The proposed conversion would improve the exterior and interior conditions of the site. The <br />exterior would receive new architectural and landscape enhancements along the frontage of <br />the property. The interior of the units would be remodeled with new appliances, fixtures, <br />flooring and painted interiors. Physical conditions reports of the buildings, including <br />foundations, roofs, walls, mechanical equipment, et cetera are required to assess and require <br />repair or upgrade for the continued useful life of the buildings. <br />I. That the proposed conversion will not displace a significant percentage of low- or <br />moderate-income, permanently or totally disabled, or senior citizen tenants, or delete <br />a significant number of low- and moderate- income rental units from the City's <br />housing stock at the time when no equivalent housing is readily available in the San <br />Leandro area. <br />The applicant has offered lifetime leases to tenants who are 62 years of age or older and <br />those who are handicapped for the units they occupy on the date of the notification of <br />intent to convert. These tenants may remain for as long as they wish to rent their units. <br />The number of inclusionary (affordable) housing units provided would be 14 units (15 <br />percent of 96 units). <br />J. That the relocation program will reduce the adverse effect of the project on tenants by <br />providing actual or reasonable costs of relocation or by alternative assistance to assure <br />that undue hardship is not imposed on such tenants. <br />The applicant has offered a reasonable amount of moving allowance to tenants at the time <br />of the initial notice to convert, equal to three times the monthly rent. <br />K. That the project will provide offsetting benefits that constitute reasonable <br />compensation for the replacement of rental housing lost as a result of the project. <br />The conversion of a residential apartment project to condominium requires a conversion fee <br />of $4,110 per unit.
