D. Minor modification including but not limited to the subdivision map, site design, <br />grading, building design, building colors and materials, fence height and <br />materials, fence location(s), and landscaping material may be allowed subject to <br />the review and approval of the Community Development Director if found to be <br />in substantial conformance with the approved Exhibits. Substantial modifications <br />shall require approval from the Planning Commission. <br />E. Prior to the issuance of a building permit and prior to final building occupancy or <br />subdivision acceptance, an annotated copy of the Conditions of Approval noting <br />how each condition has been satisfied, shall be submitted to the Community <br />Development Department for review and approval. <br />F. The conditions of approval shall be listed on a plan sheet and attached to all sets <br />of approved plans (building, grading, and site work). A copy shall be kept at the <br />job site and the applicant shall ensure that all project contractors adhere to the <br />approved plans and are aware of and abide by the conditions. <br />G. All vents, gutters, downspouts, flashing, electrical conduit, et cetera, shall be painted <br />to match the color of the adjacent surface, unless other compatible colors are <br />approved by the Community Development Director. <br />III. LANDSCAPING AND FENCING <br />A. Prior to approval of the Final Map, final landscape plans and automatic irrigation <br />plans prepared by a landscape architect, registered by the State of California, shall <br />be submitted for the review and approval of the Community Development <br />Director and the City Engineer. The plans shall be consistent with the approved <br />plans incorporating any conditions of approval. Said plans shall include the <br />locations, details and specifications of architectural enhancements including but <br />not limited to screen walls, pilasters, and arbors/trellises along the Haas Avenue <br />landscaped setback. <br />B. The final landscape plans and irrigation plans shall be drawn on or be consistent <br />with the approved site plan, street front elevation and shall include the following: <br />1. Location, species (botanical and common name), size, quantity, and spacing of <br />all plant materials. <br />2. Specifications for planting details for all plant material, including staking of <br />trees. <br />3. All trees shall be a minimum size of 24-inch box in size or larger and shrubs <br />shall be a minimum size of five-gallon or larger. <br />4. Show all trees to be removed and all trees to be retained. <br />5. Six-inch vertical concrete curbs shall be installed between paved and <br />landscaped areas.
