• Complete an organizational assessment on Building Futures' strengths and weaknesses, including staff <br />skills assessment to determine training and/or recruitment needs <br />• Perform a cost benefit analysis of housing development options and present Building Futures' Board of <br />Directors and staff with external trends in the field <br />• Determine if one of our current shelters could be converted into longer term housing, with particular <br />emphasis on exploring the Safe Haven model, including an implementation plan with funding and a <br />time line <br />• Determine the viability and utility of becoming a Medi-Cal provider for mental heath services <br />The primary outcome of the consultant's findings will help Building Futures to identify two to three viable <br />supportive housing models that the agency is prepared to implement when the opportunities become <br />available. <br />II. Internal Capacity Building <br />• Re-tool Case Management services to focus on rapid re-housing through training and technical <br />assistance <br />• Update and expand the agency's Human Resources polices, procedures and handbook to ensure <br />compliance with stricter and more complicated regulations governing staff size of over 50 and to <br />facilitate better human resources communications with staff <br />• Upgrade and improve Building Futures' website to facilitate and expand outreach to clients, donors, <br />Board members, community groups, in-kind donation acquisition, and to present a wider range of <br />resource and referral information to homeless and/or domestic violence survivors or advocates in the <br />greater Bay Area <br />• Purchase and implement financial software system that will more effectively address increasingly <br />complicated funding requirements of our 19-plus government grants and over 21 private grantors. <br />Building Futures is uniquely positioned to expand upon the knowledge it has gained about permanent, <br />supportive housing in Alameda County. The time is right for Building Futures to re-tool its organization and <br />collaborate with new partners who can help offer more housing and increase permanent housing placement <br />rates and reduced lengths of stay at its emergency housing programs. <br />Consulting Services Agreement between February 20, 2008 <br />Redevelopment Agency of San Leandro and BFWC--Exhibit A Page 3 of 3 <br />
