Jermanis <br />Ci ~ anager <br />RESOLUTION APPROVING MEMORANDUM OF UNDERSTANDING BETWEEN THE <br />UNITED STATES FISH AND WILDLIFE SERVICE (USFWS) AND THE CITY OF SAN <br />LEANDRO TO ALLOW USFWS TO FULLY IMPLEMENT THE 2006 CALIFORNIA SEA- <br />BLITE (SUAEDA CALIFORNICA) REINTRODUCTION PLAN, SAN FRANCISCO BAY, <br />CALIFORNIA ON CITY LANDS AT ROBERT'S LANDING. <br />SUMMARY AND RECOMMENDATION <br />The MOU between the USFWS and the City of San Leandro is a 5 year agreement allowing <br />limited access to USFWS, their contractors, and volunteers, solely for purposes of reintroducing <br />California sea-Mite to a portion of its historic range and for conducting research, status surveys, <br />and monitoring actions to ensure its success in the wild, as described in the 2006 California Sea- <br />blite (Suaeda californica) Reintroduction Plan, San Francisco, California. The USFWS will <br />utilize its own resources, including expenditure of its funds, in pursuing the objectives of the <br />California Sea-Mite (Suaeda californica) Reintroduction Plan. <br />It is recommended that the City Council adopt a resolution approving the Memorandum of <br />Understanding between the USFWS and the City for the reintroduction of the California Sea- <br />blite (Suaeda Californica) to the Robert's Landing area. <br />BACKGROUND <br />Analysis <br />California sea-Mite (Suaeda californica) is an endangered species listed under the Endangered <br />Species Act of 1973. Robert's Landing is within the historic range of California sea-Mite and <br />has been determined to provide suitable habitat in several locations for the reintroduction of the <br />plant, in an effort to prevent its extinction Reintroduction and stewardship thereof would be <br />conducted by U.S. Fish and Wildlife Service (USFWS). According to Peter R. Baye, PhD, <br />"Roberts Landing is the largest naturally formed sand beach in the East Bay south of the Bay <br />Bridge, and the largest suitable habitat for reintroduction in the San Francisco Estuary. It has the <br />potential to support a larger dynamic and persistent population of California sea-Mite than any <br />other site known." (Suaeda SFB reintro plan, pg 32) Reintroduction is planned to occur along <br />the high beach, above normal tides. Five transplanted colonies will be introduced in the first <br />
