Reports on City Council Committees <br /> <br />1. Business and Housing Development Committee Meeting of February 14, 2008. <br />Accepted as submitted. <br /> <br /> <br />Recommendation for City Council/Redevelopment Agency Consideration: <br /> <br /> <br />a. Schedule consideration of an addendum to the Exclusive Negotiating <br />Agreement (ENA) with San Francisco Bay Area Rapid Transit District <br />(BART) and Westlake Development Partners, LLC to include language on <br />the public review process, relating to development located on multiple <br />parcels adjacent to the San Leandro BART Station. <br /> <br />Public Comments on Item 11.C.1.a.: <br /> <br />Barry Luboviski, Building and Construction Trades Council, <br />addressed <br />the City Council, thanking the Committee members for their time spent <br />addressing the addendum to the ENA with BART and Westlake <br />Development. Mr. Luboviski stated that labor and COR have developed <br />two possible additional language changes to the ENA, to hold four <br />community meetings with the developer and the City in a casual venue, <br />which would be separate from meetings of the City Council and Planning <br />Commission. Mr. Luboviski provided the Council with a copy of the <br />proposed language changes. <br /> <br />Dan Martinez, COR <br />, addressed the City Council, thanking the Council for <br />ensuring good public engagement in the development process for this <br />he addendum to the <br />ENA with BART and Westlake Development with the changes as suggested <br />by the previous speaker. <br /> <br />End of Public Comments on Item 11.C.1 <br /> <br />Mr. Jermanis clarified that tonight, the Council is receiving the report from <br />the Business and Housing Development Committee, and staff will take the <br />consideration and bring the matter back to the <br />Council for formal action. <br /> <br />Vice Mayor Grant clarified that the spirit of the addendum would be to give <br />the stakeholders opportunities to express concerns and suggestions about the <br />project in its early stages. <br /> <br />Councilmember Prola stated that either version of the language would be <br />acceptable to him, and he would like to see at least four stakeholder <br />meetings held. <br /> <br />
