Mayor Santos also announced that the East Bay Dischargers Authority (EBDA) will be meeting this Thursday. There will be a discussion on the Union Sanitary District He suggested that the City Council hold a work session to leaving at the end of April. B. Reports on Conferences and Seminars Councilmember Gregory thanked the citizens of San Leandro for sending him and other members of the City Council to the annual lobbying on the hill and the National League of Cities Conference. Councilmember Gregory reported on some of the workshops he attended, including early childhood education, safe routes to schools, and climate change strategies. He named some the speakers, and commented that Donna Brazile was particularly captivating. Vice Mayor Grant reported that she also attended the National League of Cities Conference and annual lobbying and met with representatives. She attended sessions on immigration, the federal budget, and homeownership and the foreclosure crisis. Vice Mayor Grant agreed that Donna Brazile was both poignant in her analysis and comic in her delivery, and Cynthia McCollum delivered a great opening speech. Councilmember Souza reported that she also attended the National League of Cities Conference and enjoyed the visits with reported on the sessions she attended on immigration and legal updates, and commented that Mark Shields was also an engaging speaker. Councilmember Starosciak reported on her attendance at the National League of Cities Conference, commenting that, in its lobbying efforts on behalf of the City, the projects to its federal legislators. She attended a session by the National Organization to Insure a Sound Controlled Environment (NOISE), which is comprised of cities located near airports, and she noted that the Oakland Airport Community Noise Management Forum received the Community of the Year Award in 2007 from NOISE. Councilmember Starosciak also reported on a session she attended on violence and crime trends. Mayor Santos reported that he also attended the National League of Cities Conference. He attended the session by NOISE, and hand-delivered a letter from the Oakland Airport Community Noise Management Forum. Mayor Santos attended a session on Operation Phoenix, as well as the Energy, Environment and Natural Resources Committee meeting and NLC Board meeting. He described his 22-hour trip home, including an eight-hour layover in Denver.
