• An increase in the annual lump sum utility payment from $500 to $565. This increase <br />represents a CPI adjustment accounting for the five years since the original lease was <br />executed and is in consideration of the increasing rates of utility costs. <br />Current City Council Policy - N/A <br />Previous City Council Action(s) <br />• Resolution Number 2003-133, Adopted June 16, 2003, Approving a Lease Agreement <br />with California Conservatory Theater of San Leandro for the Use of Space Located in the <br />Civic Center South Offices. <br />City Council Committee Review and Action - N/A <br />Applicable General Plan Policy - N/A <br />Permits and/or Variances Granted - N/A <br />Environmental Review - An amendment to a lease is exempt under CEQA requirements. <br />Code Compliance Review - N/A <br />Board/Commission Findings - N/A <br />Summary of Public Outreach Efforts - N/A <br />Fiscal Impact -The theater space is integrated into the building systems of the Helen Lawrence <br />Building and therefore, there is no cost-effective method of separately measuring utility use by <br />CCT. As such, there is an undetermined modest cost associated with the use of this space by <br />CCT that is absorbed within the existing budget. The annual $565 utility payment is in <br />consideration of this fact. The $566 (i.e. the $565 utility stipend plus the $1 annual rent) annual <br />payment is revenue to the General Fund. <br />Budget Authority - N/A <br />Attachments - N/A <br />CONCLUSION <br />There are both cultural and economic benefits of having a professional performing arts facility in <br />Downtown San Leandro. The CCT provides a venue for arts education and quality theater. It <br />also serves as yet another ingredient in the complex formula that attracts both local residents, as <br />well as people from surrounding East Bay communities, into the Downtown, supporting area <br />restaurants and retailers.
