MINUTES Page 3 <br />City of San Leandro City Council, San Leandro Economic Development Agency, and San Leandro Redevelopment <br />Agency Joint Meeting-Apri121, 2008 <br />Breathe California in the category of Smart Growth for the San Leandro Downtown <br />Transit Oriented Development (TOD) Strategy. Planning Manager Kathleen Livermore <br />noted that the City received the award for the collaboration between the community, <br />regional and transit agencies, staff and the City Council in the development and <br />adoption of the TOD Strategy. Ms. Livermore and Community Development Director <br />Luke Sims distributed to the Council several resolutions issued by State legislators <br />congratulating San Leandro for receiving the award, and for its TOD Strategy. <br />3. PUBLIC HEARINGS-CITY COUNCIL <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers maybe determined and an official record of names <br />and addresses obtained. <br />A. Matter of Approval of FY 2008-2009 U.S. Department of Housing and Urban <br />Development (HUD) Annual Action Plan (approves the Annual Action Plan, which <br />represents the fourth year of the Five-Year Consolidated Plan to implement the <br />strategies from the Five-Year Plan through the use of Community Development Block <br />Grant [CDBG] and Home Investment Partnership [HOME] funds from HUD). <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis gave a brief background on the item and introduced Housing/CDBG Manager <br />Tom Liao. Mr. Liao described the minor changes made to the Draft Plan since the <br />March 17, 2008 City Council meeting, the proposed CDBG and HOME activities for <br />FY 2008-2009, and the next steps in the process. <br />The Hearing was then opened to the public. <br />Michael Wharton, Congregations Organizing for Renewal (COR), addressed the <br />City Council, inquiring about the approximately $400,000 in unrestricted funds. Mr. <br />Wharton asked if these funds could be committed to any future affordable housing <br />project, such as the affordable housing proposed for the Westlake property, and how <br />many such projects are currently being considered. <br />Mr. Jermanis responded that staff would be reviewing projects and applying the funds <br />for either rehabilitation of existing housing stock or for new construction. Mr. Jermanis <br />indicated that the funds maybe considered for use in developing the affordable housing <br />component of the Downtown TOD project, and that there were no current projects being <br />considered. He suggested that Mr. Wharton meet with City staff to more fully address <br />his questions. <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br />
