On September 4, 2007, by Resolution 2007-116 the City Council certified the TOD Strategy <br />Environmental hl~pact Report <br />• On Apri] 7, 2008, by Resolution 2008-033, the City Council approved the plans and <br />specif cations and called for bids <br />On April 7, 2008, by Resolution 2008-009 RDA, the RDA approved the plans and <br />specifications and called for bids, authorized the use~of Redevelopment funds and authorized <br />the City of San Leandro to act as its agent for the oversight and administration of the project <br />Applicable General Plan Policy <br />• Complies with General Plan Policy Focus 42.03 for Urban Design Improvements. This <br />policy calls for the use of urban design elements such as: bollard pavers, fountains, signage, <br />tree lighting, and street furniture to establish a stronger design identity for San Leandro's <br />commercial areas and create a more inviting street environment for pedestrians <br />• Complies with the Downtown TOD Strategy <br />Permits and/or Variances Granted <br />• No variances are required for this project <br />Environmental Review <br />• The project has been determined to be categorically exempt by the California Environmental <br />Quality Act (CEQA) <br />The closure of West Joaquin Avenue was included in the Downtown TOD Strategy.
