On September 4, 2007, by Resolution 2007-116 the City Council certified the TOD Strategy Environmental hl~pact Report • On Apri] 7, 2008, by Resolution 2008-033, the City Council approved the plans and specif cations and called for bids On April 7, 2008, by Resolution 2008-009 RDA, the RDA approved the plans and specifications and called for bids, authorized the use~of Redevelopment funds and authorized the City of San Leandro to act as its agent for the oversight and administration of the project Applicable General Plan Policy • Complies with General Plan Policy Focus 42.03 for Urban Design Improvements. This policy calls for the use of urban design elements such as: bollard pavers, fountains, signage, tree lighting, and street furniture to establish a stronger design identity for San Leandro's commercial areas and create a more inviting street environment for pedestrians • Complies with the Downtown TOD Strategy Permits and/or Variances Granted • No variances are required for this project Environmental Review • The project has been determined to be categorically exempt by the California Environmental Quality Act (CEQA) The closure of West Joaquin Avenue was included in the Downtown TOD Strategy. An ~nviromnental Impact Report (EIR) was completed and approved for the TOD Strategy Code Compliance Review • Plans will be reviewed by affected regulatory agencies and utility companies as appropriate Board/Commission Findings Not Applicable Sammarv of Public Outreach Efforts • A series of public meetings were held for the Central San Leandro/BART Area Revitalization Strategy • A series of public meetings were held for the TOD Strategy • No further public meetings are anticipated Fiscal Impact • The estimated project cost is $4,532,000, which includes consultant design fees • This project is estimated to increase the City's annual maintenance costs by $21,000 per year
