Although both appeared capable of <br />developing the opportunity site, Cal-Coast demonstrated that it had more experience with <br />marina development and their architect partner specializes in LEED certified projects. To <br />ensure Cal-Coast, a southern California company, would be responsive to local concerns, staff <br />checked out-of--state references and learned that Cal-Coast often teams with local consultants, <br />and has been responsive and sensitive to communities. She concluded with the Ad Hoc <br />Committee's recommendation that staff begin negotiating an Exclusive Right to Negotiate <br />Agreement with Cal-Coast and commence creation of a Shoreline Development Citizens <br />Advisory Committee. <br />Councilmember Starosciak shared that developers were asked about their experience working <br />with the community; what was attractive to them as developers about the City and its <br />shoreline; and how they would demonstrate commitment to the project. <br />Councilmember Prola reported that at the interviews, community involvement was the most <br />important quality which had to be demonstrated by the candidates. Cal-Coast's presentation <br />was professional and well prepared. They seemed more experienced and showed <br />commitment to work with the community. <br />City Manager Jermanis explained that Cal-Coast sees the shoreline as a blank page and will <br />conduct detailed market studies and weigh the community's input in order to determine the <br />appropriate type of development. He emphasized that this is an opportunity for the City to <br />create a destination site and recommended that the City commence negotiating with Cal- <br />Coast an Exclusive Right to Negotiate Agreement, which would be brought to the Shoreline- <br />Marina Committee in September or October 2008. <br />Assistant City Manager Hollister stated the imperative that development be sustainable in the <br />long-term and shared that Cal-Coast brings a wealth of public-private partnership experience. <br />Mayor Santos stated that Councilmember Prola and Councilmember Starosciak would remain <br />on the Ad Hoc Committee, which could assist in negotiating the Exclusive Right to Negotiate <br />Agreement. <br />The Committee then discussed creation of a Citizens Advisory Committee (CAC). City <br />Manager Jermanis and Business Development Manager Battenberg explained that there <br />would be an application process for the Shoreline Development CAC that includes citywide <br />representation as well as broad representation from all stakeholders. <br />Mayor Santos announced that he and Councilmember Starosciak would sit on the selection <br />committee to review the applications, along with City staff. <br />It was agreed that a mission statement for the CAC along with information regarding the <br />process will be brought back to the Committee in July 2008. <br />Recommendation <br />The Committee recommends staff begin negotiations with Cal-Coast for an Exclusive Right to <br />Negotiate Agreement. <br />
