DRAFT MINUTES Page 11 July 7, 2008 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting Councilmember Starosciak reported on a meeting of the Alameda County Congestion Management Agency (CMA). She reported that the Central County Freeway Study is progressing at a slower pace than anticipated, due to the land acquisition process and the relocation of residents. Councilmember Starosciak commented on the need for political influence to make the CMA aware of the importance of the Marina Boulevard and Davis Street overcrossing projects. Councilmember Prola reported that as the alternate to the East Bay Dischargers Authority (EBDA), he attended a recent meeting. He reported that the Regulatory Affairs Committee sent a letter to oppose AB 2986 (Leno), which pertains to the posting of water quality documents on the Web. Councilmember Prola stated that he would not have voted to oppose the legislation. EBDA also issued a resolution of appreciation to retired Hayward City Councilmember Bill Ward. Mayor Santos reported that he sent a memo to the Council regarding the attempted change to the voting requirement by the Alameda County Waste Management Authority (StopWaste.org) from a two-thirds majority to a simple majority, due to low attendance. Mayor Santos reported on a meeting of the Alameda County Transportation Improvement Agency (ACTIA) Board. B. Reports on Conferences and Seminars Mayor Santos attended a recent U.S. Conference of Mayors, and provided a report on his activities at the Conference. Mayor Santos brought back a wealth of information, which he has shared with City staff. C. Reports on Empowerment Funds Councilmember Grant reported that she requested contributions from her Community Empowerment Funds to Girls, Inc., Citizens for a Safer San Leandro, and the Cypress Mandela Training Center. She noted that these requests were made under the current Empowerment Fund guidelines. Councilmember Starosciak reported that she contributed the remainder of her Community Empowerment Funds to Dayton School for fencing to protect their garden project against vandalism. Councilmember Souza asked whether the Boy Scout and Girl Scout troops in San Leandro were on the list of eligible recipients for Empowerment Funds and, if not, she requested that they be added to the list. Mr. Jermanis stated that he would ensure they were on the list. Mayor Santos reported that he donated a tour of City Hall and lunch with the Mayor to the McKinley Elementary School Auction. He reported that he spent the remainder of his Empowerment Funds on pizza for the lunch.
