DRAFT MINUTES <br /> Page 11 <br />July 7, 2008 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br />Councilmember Starosciak reported on a meeting of the Alameda County Congestion <br />Management Agency (CMA). She reported that the Central County Freeway Study is <br />progressing at a slower pace than anticipated, due to the land acquisition process and <br />the relocation of residents. Councilmember Starosciak commented on the need for <br />political influence to make the CMA aware of the importance of the Marina Boulevard <br />and Davis Street overcrossing projects. <br />Councilmember Prola reported that as the alternate to the East Bay Dischargers <br />Authority (EBDA), he attended a recent meeting. He reported that the Regulatory <br />Affairs Committee sent a letter to oppose AB 2986 (Leno), which pertains to the <br />posting of water quality documents on the Web. Councilmember Prola stated that he <br />would not have voted to oppose the legislation. EBDA also issued a resolution of <br />appreciation to retired Hayward City Councilmember Bill Ward. <br />Mayor Santos reported that he sent a memo to the Council regarding the attempted <br />change to the voting requirement by the Alameda County Waste Management <br />Authority (StopWaste.org) from a two-thirds majority to a simple majority, due to low <br />attendance. Mayor Santos reported on a meeting of the Alameda County <br />Transportation Improvement Agency (ACTIA) Board. <br />B. Reports on Conferences and Seminars <br /> <br />Mayor Santos attended a recent U.S. Conference of Mayors, and provided a report on <br />his activities at the Conference. Mayor Santos brought back a wealth of information, <br />which he has shared with City staff. <br /> <br />C. Reports on Empowerment Funds <br /> <br />Councilmember Grant reported that she requested contributions from her Community <br />Empowerment Funds to Girls, Inc., Citizens for a Safer San Leandro, and the Cypress <br />Mandela Training Center. She noted that these requests were made under the current <br />Empowerment Fund guidelines. <br /> <br />Councilmember Starosciak reported that she contributed the remainder of her <br />Community Empowerment Funds to Dayton School for fencing to protect their garden <br />project against vandalism. <br />Councilmember Souza asked whether the Boy Scout and Girl Scout troops in San <br />Leandro were on the list of eligible recipients for Empowerment Funds and, if not, she <br />requested that they be added to the list. Mr. Jermanis stated that he would ensure they <br />were on the list. <br /> <br />Mayor Santos reported that he donated a tour of City Hall and lunch with the Mayor to <br />the McKinley Elementary School Auction. He reported that he spent the remainder of <br />his Empowerment Funds on pizza for the lunch. <br /> <br /> <br /> <br />
