Senior Center Phase 2 Improvements to the low bidder, Alten Construction, Inc., in the amount <br />of $10,720,200. <br />BACKGROUND <br />The Senior Center Project consists of a 21,000 square foot building, parking areas, entrance <br />improvements, and a new signal on East 14t~ Street. Due to funding, hospital access, and <br />contractual considerations, the project is being constructed in two phases. Phase 1 <br />improvements, consisting of building demolition and construction of parking facilities, an <br />entrance, a signal and a monument sign, are currently under construction. Phase 1 improvements <br />are located on San Leandro Hospital property (operated by Eden Township Healthcare District) <br />and are being built under the terms of a "Purchase and Sale Agreement" with the District, and <br />will be utilized as shared parking for both the Hospital and the Senior Center. <br />Under California Redevelopment Law, a City may cooperate with its Redevelopment Agency in <br />the planning and undertaking of projects and activities within a redevelopment project area if <br />those projects or activities further the goals of the Redevelopment Plan. The construction of a <br />Senior Center is listed as a specific goal in the Redevelopment Agency's 2004-2009 <br />Implementation Plan for the Alameda County-City of San Leandro (Joint) Redevelopment <br />Project Area. Additionally, the Senior Center is specifically included as a project to be funded <br />from recently issued Alameda County-City of San Leandro Tax Allocation Bonds, Series 2008. <br />The City and Agency have entered info a Cooperation Agreement for the Senior Center project <br />whereby the City and Agency will work together on the design and construction of the <br />improvements. <br />Analysis <br />Phase 2 of the project will consist of the building construction and the reconstruction of a second <br />parking area that will be used for building staging during the construction period. Highlights of <br />the building include: <br />• Main Assembly Hall <br />• Classrooms <br />• Computer Learning Center <br />• Exercise Room <br />• Kitchen <br />• Meeting and Staff Areas <br />The building's structural systems, storage areas, stand-by power generator, and telephone/data <br />network have been enhanced to permit the facility to serve as the City's Emergency Operations <br />Center in the event of an emergency. The design has also included "green" building principles <br />and will receive L.E.E.D. Certification by the U.S. Green Building Council. <br />Bids for the proposed project were opened on July 22, 2008. Twelve (12) bids were received <br />ranging from $10,720,200 to $12,875,274. Alten Construction, Inc. is the lowest responsible <br />bidder. The engineer's estimate for the work is $11,000,000. <br />
