Councilmember Souza withdrew her motion, with Councilmember Grant <br />accepting the withdrawal of the motion. <br />A motion was made by Councilmember Grant, seconded by Councilmember Souza, to <br />adopt the resolution placing the Police Services Parcel Tax on the November 4, 2008 <br />ballot; with revisions to the ordinance to reflect a tax rate for Residential-Single Family <br />of $60.00 per unit and Residential-Multi Family/Mobile Home of $24.00 per unit; with <br />the low income senior citizen rate reduction and sunset clause as stated in the ordinance; <br />and with revisions to the ballot language as recommended by City Attorney Williams. <br />Resolution No. 2008-099, Resolution Establishing November 4, 2008, as the Date for <br />an Election on a Proposed Ballot Measure Seeking Voter Approval Relating to the <br />Implementation of a Police Services Parcel Tax, Establishing the Policies and <br />Procedures for Such an Election and Requesting that the County of Alameda Conduct <br />Such an Election (proposes a measure to generate approximately $2.6 million in <br />revenue to sustain the current level of police services, and authorizes the Revenue Ad <br />Hoc Committee of the City Council to prepare an argument and a rebuttal argument in <br />favor of the measure). The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br />Dee Anna Ramirez, San Leandro resident, addressed the City Council, expressing concern <br />regarding excessively loud music from vehicles that drive down her street from 5 to 20 times <br />a day. Ms. Ramirez stated that the problem has gotten out of control, and has made her daily <br />life miserable. <br />Mr. Jermanis responded to Ms. Ramirez's comments, noting that the problem had been <br />brought to his attention by Vice Mayor Stephens. Mr. Jermanis pointed out that, in order to <br />issue a citation for the excessive noise, a police officer must observe the violation. He added <br />that he would work with Police Chief Attarian to see what could be done to address the <br />problem, and will follow up with Ms. Ramirez. <br />
