The building's structural systems, storage areas, stand-by power generator, and telephone/data <br />network have been enhanced to permit the facility to serve as the City's Emergency Operations <br />Center in the event of an emergency. The design has also included "green" building principles <br />and will receive L.E.E.D. Certification by the U.S. Green Building Council. <br />Analysis <br />The building was designed as an "Essential Services" structure. The California Health and <br />Safety Code require the owner to provide for the services of an independent project inspector. A <br />Request for Proposal (RFP) was circulated to four inspection firms. Proposals were received <br />from two firms: Cliff Hammond Construction Inspection and Consolidated Engineering. After <br />City staff reviewed the proposals and interviewed both firms, Cliff Hammond Construction <br />Inspection was selected as the more suitable consultant to provide these inspection services. <br />Current City Council Policy <br />The proposed Senior Center Project is consistent with the criteria of California Redevelopment <br />Law at Health and Safety Code Section 33445 for the use of RDA funding. <br />Previous City Council Action(s) <br />• On September 3, 2002, by Resolution No. 2002-120, the City Council approved a <br />Contractual Services Agreement (CSA) with Group 4 Architecture for a needs assessment <br />and conceptual design <br />• On May 3, 2004, by Resolution No. 2004-065, the City Council approved the FY 2004-OS <br />HUD Consolidated Action Plan, which included $1,750,000 for land acquisition, design <br />development, and improvements for the Senior Center <br />• On December 6, 2004, by Resolution No. 2004-23, the RDA adopted the 2004-2009 <br />Implementation Plan for the Project Area, which identifies the Senior Center Phase 1 <br />Improvements, Project No. 06-210-18-116, and similar public improvements as being of the <br />highest priority in implementing the objectives of the RDA to eliminate or reduce blight and <br />blighted conditions presently existing in the Project Area <br />• On December 19, 2005, by Resolution No. 2005-163, the City Council authorized the City <br />Manager to enter into negotiations to purchase property for a new Senior Center <br />• On February 6, 2006, the City Council referred the design contract to the Facilities <br />Committee <br />• On March 6, 2006, by Resolution No. 2006-022, the City Council approved a CSA with <br />Group 4 Architecture for completion of construction documents <br />• On July 2, 2007, by Resolution No. 2007-091, the City Council authorized the use of RDA <br />funds, approved the plans and specifications, and called for bids on Phase 1 of the project <br />• On September 4, 2007, by Resolution No. 2007-117, the City Council awarded the Phase 1 <br />construction contract to O. C. Jones <br />• On April 7, 2008, by Resolution No. 2008-034, the City Council approved a grant of <br />easement with California Department of Transportation (Caltrans) for the placement of signal <br />equipment on the Senior Center parcel located at 13909 East 14t~ Street <br />
