the Chief Building Official prior to issuance of grading permits. Based on <br />Br~AQMD guidance, elements of the program shall include: Water all active <br />construction areas at least twice daily; Cover all trucks hauling soil, sand, and other <br />loose materials; Pave, apply water three times daily, or apply non-toxic soil <br />stabilizers on all unpaved access roads, parking areas and staging areas; Sweep daily <br />(preferably with water sweepers) if visible soil material is ,carried onto adjacent <br />public streets; Hydroseed or apply non-toxic soil stabilizers to inactive construction <br />areas (previously graded areas inactive for 10 days or more); enclose, cover, water <br />twice daily or apply non-toxic soil stabilizers to exposed stockpiles (dirt, sand, etc.); <br />limit traffic speeds on unpaved roads to 15 miles per hour; install sandbags or other <br />erosion control measures to prevent silt runoff to public roadways; replant <br />vegetation in disturbed areas as quickly as possible; and designate a person or <br />persons to oversee the implementation of a comprehensive dust control program and <br />to increase watering, if necessary. <br />I. There shall be no groundwater extraction on the subject propei~y at any depth <br />without State of California Department of Substance Control (DTSC) approval. <br />J. The existing groundwater monitoring systems shall be maintained on the property; <br />any damage to the monitoring systems shall be repaired/remedied promptly, per <br />the DTSC. <br />K. The DTSC shall be notified of any change in property ownership. <br />L. There shall be no oil or gas extraction at any depth on the subject property. <br />M. Unless approved by the DTSC, any activities which disturb the remedy or <br />monitoring systems shall be prohibited. <br />N. Overnight truck parking spaces shall be designated on the westerly portion of the <br />truck trailer parking area to ensure that truck idling and refiigeration equipment <br />noise would be located away from residences during nighttime hours. <br />O. An equipment noise performance standard of 65 dBA ar less, measured at a <br />distance of 50 feet opposite the four sides of each unit for the condensers shall be <br />required. Conformance with the noise performance standard would result in a <br />noise level of less than 50 dBA at the nearest neighbors with an adequate safety <br />margin during the simultaneous operation of the three units. Once the equipment <br />is designed, noise level data shall be submitted to the City confii-mu~g compliance <br />with the noise performance standards prior to issuance of a building permit for the <br />warehouse building. <br />P. Prior to issuance of grading pernlit approval, hydrologic and hydraulic <br />calculations shall be reviewed and approved by the City Engineer. Storm water <br />runoff from the project site shall be designed to be collected in an underground <br />system and conveyed to an appropriate stone drain system. <br />Q. In the event that archaeological resources, prehistoric or historic artifacts are <br />discovered during any construction or excavation, the following procedures shall <br />be followed: Construction and/or excavation activities shall cease immediately <br />and the Development Services Department shall be notified.
