MINUTES Page 9 <br />Ciry of San Leandro City Council, San Leandro Economic Development Agency, and San Leandro Redevelopment <br />Agency Joint Meeting~eptember 2, 2008 <br />decision, which results in the need to discontinue collection of the 911 Fee and to <br />establish a refund procedure. <br />Mr. Jermanis recommended that the City Council Finance Committee develop <br />contingency measures in the event Measure SS fails in November. <br />Councilmember Grant suggested that the City issue a special newsletter to the <br />community, giving instructions on the refund process, and providing greater detail on <br />the budget issues facing the City. <br />Vice Mayor Stephens commented that he believed it would be prudent for the Finance <br />Committee to investigate potential budget cuts of up to $10 million. <br />Councilmember Gregory commented that he is pleased that the 911 Tax made it on the <br />ballot. He suggested that the newsletter include information on the shift in <br />responsibility for cellular 911 calls from the CHP to cities. <br />Councilmember Prola commented that the City still has healthy reserves, and he would <br />not want the impact of the budget cuts to be too great. <br />Councilmember Souza concurred with Vice Mayor Stephens regarding the amount of <br />the cuts to be identified. <br />• Resolution No. 2008-111, Resolution Discontinuing the Collection of the City of San <br />Leandro's Emergency Communication System Access Fee as Codified in Title 2 <br />Chapter 16 of the San Leandro Municipal Code (Ordinance No. 2004-015) and <br />Directing the City Manager to Take All Appropriate Action in Accordance with the <br />Court's Ruling in the Case of Bay Area Cellular Co. v. City of Union City (discontinues <br />the collection of the Emergency Communication System Access Fee [911 Fee], <br />effective September 2, 2008 and authorizes refunds of fees collected). Reports on Intergovernmental Agencies <br />Councilmember Gregory reported on a recent meeting of the Alameda County Fire <br />Commission, at which the Commission received a report from Fire Chief Sheldon <br />Gilbert on the recent California fire season. Fire Commissioner Nick Chapman suffered <br />
