Exhibit A-1 <br />Scope of Work -Design /Build <br />Introduction <br />It is the desire of the City of San Leandro to construct, own, and operate a 330-kilowatt <br />electrical cogeneration facility at its Water Pollution Control Plant (WPCP). The facility will <br />use methane gas produced by the treatment plant process as fuel to provide continuous <br />electrical energy to the WPCP (replacing a portion of PG&E supplied energy), and use waste <br />heat from the generator equipment to heat the digesters. Additionally, a grease receiving <br />station will be constructed to accept and store grease provided by commercial grease hauling <br />companies. This grease will be delivered in a controlled manner to the digesters to <br />supplement the production of methane gas. An existing boiler will be replaced with a new <br />commercial boiler of adequate capacity to heat the digester processes as a back-up system to <br />the cogeneration system heat production. <br />Siemens shall provide professional engineering, construction management, and construction <br />services to design the appropriate project components. Siemens shall assist the City in <br />obtaining all permits and regulatory agency approvals necessary to construct and operate <br />such a facility. Siemens shall provide and pay for all labor, materials, equipment, permits, <br />fees, licenses, facilities and services necessary for the proper execution and timely <br />completion of a complete and operational system consisting o£ a 330-kilowatt generation <br />facility using plant digester gas; a grease receiving station with a holding capacity of 15,000 <br />gallon reservoir and perform all the associated connections, control, piping, and site <br />improvement work necessary to deliver a complete operational facility in conformance with <br />this Exhibit and schematic drawings. At a minimum Siemens' Work shall consist of the <br />following tasks: <br />1. Regulatory Applications & Permits <br />2. Incentive Applications <br />3. Project Design <br />4. Project Construction <br />5. Project Management <br />1. Regulatory Applications & Permits <br />A. Bay Area Air Quality Management District (BAAQMD) Permit Process - <br />Siemens shall Assist the City in obtaining BAAQMD authority to construct (ATC) and <br />permit to operate (PTO) permits. Siemens shall pay all fees associated with the <br />application process for the ATC and PTO. <br />B. City of San Leandro Building Regulations - <br />Siemens shall obtain all building permit(s), as required by the City.
