Zoning Code Amendments <br />Proposal• <br />Ocober 6, 2008 <br />Staff is recommending the following amendment: Fractional Computation: If after <br />calculating the number of required off-street parking spaces a quotient is obtained containing <br />a fraction of one-half or more (0.5), an additional space shall be required, if such fraction is <br />less than one-half it maybe disregarded. <br />Site Plan Review Process <br />Article 25, Section 5-2506, deals with the approval process for Site Plan Review permits. Staff is <br />recommending an additional paragraph "C" that will deal with the approval process for projects <br />having multiple permits one of which must be heard by the Planning Commission. An example <br />would be a Site Plan Review permit that also had an associated subdivision map. Currently, the <br />Site Plan Review permit would go before the Board of Zoning Adjustments (BZA) and the map <br />would go before the Planning Commission. Under the proposed Section C, this project would go <br />to the Planning Commission for both the subdivision map and for the Site Plan Review Permit. <br />Proposal• <br />Amend Article 25, Section 5-2506 Review and Approval Authority, as follows: "C. Site Plan <br />Review for projects that require Planning Commission Review: When Planning Commission <br />review is required for a development application, the Planning Commission shall review and <br />either recommend approval or conditional approval to the City Council, conditionally approve, <br />or shall deny the discretionary approvals." <br />Current City Council Policy <br />Not applicable. <br />Previous City Council Action <br />Not applicable. <br />City Council Committee Review and Action <br />Not Applicable. <br />Applicable General Plan Policy <br />Not Applicable. <br />Permits and/or Variances Granted <br />Not applicable. <br />Environmental Review <br />The proposed ordinances for the adoption of Zoning Code amendments related to various use <br />regulations and development standards and changes prompted by the Transit-Oriented <br />Development (TOD) Strategy are exempt from environmental review under the California <br />Environmental Quality Act pursuant to Section 15061 (b) (3). This is because the proposed <br />ordinances have no potential for causing a significant effect on the environment. <br />
