4. Helicopter Pi-ot Education Program <br />This is an on-going program to continue addressing helicopter over-flight and noise <br />issues through education and dialogue with both the helicopter operatorsJpilots and <br />the Jocal communities and residents. <br />Status: In March 2008, a special report on helicopter noise impacts was presented <br />to the NFRG at which members of the helicopter community were present. <br />Move the Runway 27R ILS to Runway 27L <br />The original settlement agreement with San Leandro required that-the Port of <br />Oakland relocate the ILS to Runway 27L from 27R. After consideration by the <br />parties and a determination that this option could increase aircraft noise levels on <br />San Leandro neighborhoods caused by increased touch and go flights on Runway <br />27R, the parties agreed to modify the agreement. The revised settlement <br />agreement dated 2004, leaves the relocation option solely to the discretion of the '~ <br />Port of Oakland. Subsequently the FAA offered additional ILS/MALSR equipment <br />for Runway 27L and initiated an environmental review. This FAA project has been <br />placed on hold due to funding requirements. If the project is completed the "quiet J <br />hours" preferential runway use procedures will be modified to make Runway 27L <br />the preferred landing runway from 10:00 PM to 6:00 AM. <br />Sfafus (5/9 412 0 0 8): HarveyHarfmann will continue to coordinate with FAA <br />personnel. -Group members and the Noise Forum will seek assistance from their <br />congressional representatives. <br />Section B. Noise Abatement Programs -Ongoing <br />1. Airport User and Public Education <br />This option applies to all stakeholders including the tenants and pilots, air traffic <br />controllers and the members of the NFRG and the Noise Forum. <br />Status (6/2/2008): <br />• Noise 901 Workshop -October 2007 <br />• Port staff/consultant trips to Norcal TRACON -Feb, Mar 2008 <br />• Helicopter Over-flight Analysis -NFRG Meeting, March 2008 <br />• Corporate Jet Pilot Workshop -May 2008 <br />~2. Use Full Length for Runway 09L/R Departures <br />The preferential runway use program, along with the Quiet Hours Program, has <br />been incorporated into the noise abatement program for the North Field and this <br />program has provided noise reduction benefits. The noise abatement program <br />includes full length runway departures. <br />3. Use 140-180 Degree Headings for Runway 9R Departures <br />This noise abatement departure procedure has been in place for many years and <br />has been incorporated into the noise abatement procedure brochure designed for <br />pilots. Typically pilots use the 140 degree heading, which results in aircraft flights ,~ <br />over the Neptune Drive area of San Leandro.
