This is an option that the NFRG may wish to consider <br />for further evaluation. <br />Status: Af the planning meeting on 5/13/2008, an Alameda represenfafive <br />requested that the Port of Oakland provide any information that may come <br />available in regards to decisions about increased use of Runway 33. A <br />determination maybe required at some fufure dafe regarding the Port's desire to <br />resfore Taxiway Papa as an extension of Runway 33, <br />S/ection D. Options Not Deemed Appropriate for Further Consideration <br />~`I. Close Runway 09L at Night f <br />The preferential runway use program assigns Runway 09R as the preferred <br />runway. The preferential runway use program, along with the Quiet Hours ~ <br />Program, has been incorporated into the noise abatement program for the North ~ <br />Field and this proc„~ram has provided an effective alternative.. ~,~~ ~„--~,.,,,.-~,,,,> , ~ . <br />2. Elimin to Current Quiet Hours Program <br />The NFRG membership has elected to achieve and maintain a balance between <br />Alameda and San Leandro through enhancements to the original Quiet Hours <br />Program developed with Alameda representatives. Continuous aircraft flight track <br />monitoring, pilot education and notice to aircraft owners who deviate from the <br />program is ongoing. Consequently there is no further need to assess this option. <br />3. Close North Field at Night <br />Although this concept was considered and discussed among stakeholders it has <br />been deemed inappropriate for further study due to a number of safety <br />considerations, legal grid regulatory factors. The concept could present safety <br />issues related to mixing small and large aircraft and would burden the aircraft <br />operator with fuel costs and time delays. The preferential runway use program, <br />along with the Quiet Hours Program, has been incorporated into the noise <br />abatement program for the North Field and this program has provided an effective ~~~--~-~`-"`~ <br />~---~ <br />alternative. <br />4. Runway Use Priority Based on Aircraft Flight Direction <br />This concept was associated with the assignment of runways for aircraft <br />departures based upon the direction of flight or destination.. Aircraft departing <br />northbound or westbound would be assigned Runways 27R/L and those departing <br />east or southeast would be assigned Runway 9R/L. Aircraft are usually assigned <br />runways by wind direction and pilots can request the runway of choice. At night, <br />there is a good balance between east and west direction departures. This activity <br />is monitored and reported to stakeholders on a routine basis. <br />5. Equalize Quiet Hours Departures Between San Leandro and Alameda <br />This concept was a suggestion to designate departure direction at specified <br />intervals, whether it is on weekly or monthly schedules, in a manner to assure an <br />equal balance of aircraft flights over the two communities. FAA air traffic <br />controllers and pilots believe this concept would be too confusing and wind <br />conditions will primarily dictate the direction of flight operations for safety reasons. <br />NFRG Options Review 2008-doc Rev. 6/3/2008 Page 5 of 7 <br />
