6. Keep the Status Quo (circa 1997) <br />The NFRG has- long since moved past the discussion of this concept and has <br />established preferential runway use procedures, which are designed with the intent <br />to balance aircraft over-flights and noise. These noise abatement procedures have <br />included the Salad One Departure, Preferential Runway Use, employing full length <br />runway departures, and aircraft flight track monitoring. <br />7. New Cross Wind Runway 18/36 <br />This concept was considered as a potential noise reduction option as aircraft could <br />depart in directions away from residential areas in Alameda. A 2001 settlement <br />agreement stipulated that Mestre-Greve Associates conduct a study to evaluate <br />the concept. The study was completed in 2002 and reported that this concept <br />would transfer noise, would be too costly and the FAA would not fund it solely for <br />noise abatement. In addition, there would be conflicts with SFO Runways and <br />other air traffic patterns. <br />Status: Cross Wind Runway Study, completed in 2001 <br />8. Close Runway 27L for Night Departures <br />Currently Runway 27R is the preferred runway by policy and that has been on- <br />going. The preferential runway use program, along with the Quiet Hours Program, <br />has been incorporated into the noise abatement program for the North Field and <br />.this program has provided an effective alternative. <br />9. More Runway Assignment Flexibility for VFR Departures <br />This concept was suggested by a San Leandro resident who wished for a rriore fair <br />departure plan that didn't always favor Alameda. The Salad Departure procedure <br />combined a VFR departure segment with an IFR segment to allow take-offs toward <br />Alameda as long as it didn't overburden Alameda. The procedure also allows for <br />normal departures into the wind when wind conditions do not allow Runway 09 <br />departures. The preferential runway use program, along with the Quiet Hours <br />Program, has been incorporated into the noise abatement program for the North <br />Field and this program has provided an effective alternative. <br />10. More VFR Departures in Lieu of IFR Departures <br />This concept would call for more VFR departures rather than IFR departures as <br />these departures passed over residential areas and VFR departures have more <br />potential to fly away from residential areas. Federal regulations and safety <br />considerations would limit the usefulness of this concept for noise abatement <br />purposes. The preferential runway use program, along with the Quiet Hours <br />Program, has been incorporated into the noise abatement program for the North <br />Field and this program has provided an effective alternative. <br />11. FAA To Stop Announcing Runway Preference to Pilots <br />This concept suggested that pilots should be able to choose whether or not to use <br />Runways 27R/L or 09R/L and not be assigned by the air traffic control tower based <br />on the settlement agreement. The Tower currently assigns runways based on wind <br />condition or in compliance with the voluntary noise abatement procedure restricting <br />jet departures off Runway 27RIL.
