12. ,Raising the Lower Limit of Class B Airspace
This concept was an attempt to see if the lower limits could be raised to allow VFR
aircraft to climb higher sooner to limit noise impacts. However it was previously
determined that the FAA would not budge on this issue and that it would have a
profound affect on SFO air traffic, the primary airport within the Class B airspace.
~3. Night Use of South Field for Stage 2 Aircraft (circa 1998)
When this concept was presented, the NFRG was only looking at nighttime
departure procedures. The preferential runway use program that has been °
incorporated into the noise abatement program restricts jet departures from
Runway 27 and those aircraft are advised to taxi to Runway 29. When these
aircraft utilize Runway 09R/L, then a right turn-out after departure is a preferred
noise abatement procedure. Also, turbojets over 75,000 pounds have been
phased out of the US fleet.
14. Prevent Head-to-Head Operations at Night
This concept was recommended as these operations were an advantage to one.
community over the detriment of another as aircraft would both land and depart
over the same community (San Leandro).. The FAA advised the NFRG that it is
within the FAA's authority to determine the safety considerations of aircraft flight
direction and it is their responsibility to maintain separation standards. The
preferential runway use program, along with the Quiet Hours Program, has been
incorporated into the noise abatement program for the North Field and this
program has provided an effective altemative.
15. Preferential Airspace use for Alameda and San Leandro
This concept was a suggestion of a San Leandro member to establish something
like a settlement agreement with San Leandro similar to the ohe with Alameda so
that there would be no favorites. However it was determined that such a program
would effectively ban the use of North Field runways. The preferential runway use
program, along with the Quiet Hours Program, has been incorporated into the
,noise abatement program for the North Field and this program has provided an
effective alternative.
NFRG Options Review 2008.doc Rev. 6/3/2008 Page 7 of 7
