Page 2 of 2 <br />PHASE II PARTICIPATION /SELECTION <br />On March 14, the City Manager approved allowing rentals located in the most noise-impacted area <br />(56 CNEL) to participate if the available spots are not filled with owner-occupied residents. <br />There are 119 spots remaining to make 200 homes. C. Kell-Smith & Associates recommends that <br />an additional 15 homes be held as alternate homes should homeowners drop from participation. <br />113 homes on my participation list <br />35 from previous lottery <br />Program eligibility is currently ranked: <br />1. 1St lottery participants <br />2. Owner-occupied home in the 56 CNEL <br />3. Rental homes in the 56 CNEL <br />4. Homes in the 53, 54 and 55 CNEL -owner-occupied over rentals <br />102 homes fall under the first 3 points above. <br />11 homes fall in item 4 or least noise impacted area. These homes have been <br />put on an "alternate list" and will be eligible for participation if we cannot fill afl <br />119 spots with properties from the 56 CNEL or most noise impacted area. <br />Architectural Surveys for Phase II began on August 13. <br />48 homes have been surveyed to date. <br />54 homes are pending architectural surveys. <br />CKSA will make a "good faith effort" to schedule all of the properties on the list of 102 <br />homes. Several homeowners are non-responsive and will be moved to Phase III in an <br />effort to keep moving forward. <br />December 2008 -Homeowner plan review and document signing is tentatively scheduled. <br />Early 2009 -Architect's cost estimate, contractor's cost proposal, City approval and signed <br />agreement with the contractor to take place after the holidays. <br />Spring 2009 -Contractor verification of measurements and submittal process to take place. <br />Acoustical windows and doors will be manufactured to contractor's order. <br />Early Summer 2009 -Phase II construction begins. <br />If you have any questions or would like more information, please call Carla. <br />Regards, <br />Anna Wlasiuk <br />Aircraft Noise Insulation Projects • Program Management • Administrative Services <br />
