eliminate our ability to leave the city to conduct <br />immediate follow-up work on apprehending <br />suspects who live outside our jurisdiction. <br />2. Reduce the SRO positions from three to one, only <br />servicing the high school. This will increase the <br />number of calls for the beat officers, thus reducing <br />the time for proactive patrol. The elimination of the <br />SRO positions will also impact the amount of time <br />that the Criminal Investigation Division will have to <br />spend following up on issues currently handled by <br />the SRO's. <br />3. Reduce the bicycle unit from two to one position. <br />This will cause a 50% decrease in the presence of the <br />bicycle patrol in the downtown area, and eliminate <br />the ability to provide seven day a week coverage. <br />4. Reducte the CID staffing, forcing the patrol officers <br />to conduct their own follow ups on misdemeanor <br />case reports.This added responsibility will greatly <br />impact the amount of time for proactive policing to <br />be conducted. <br />5. Eliminate highly effective special enforcement <br />projects that have been conducted in the past. <br />Some of these projects are: Operation Bad Santa <br />which is conducted at the shopping centers during <br />the holiday season; metal theft suppression at <br />various times of the year; gang enforcement; Alcohol <br />Beverage Control stings; and other crime <br />suppression details. <br />6. Eliminate response to non injury accidents. <br />. Eliminate response to non verified alarm calls. <br />8. Reduce response to certain types of property <br />crimes (auto burglaries, auto theft, petty theft, <br />financial crimes, etc.) or the development of <br />telephone or mail in reports. <br />9. Probable decrease in arrests and citations due to <br />the reduction in proactive patrol time. <br />. Possible reduction in the patrol fleet, causing <br />officers to ride as double units during certain hours <br />of the day. This would cause a reduced police <br />presence in the community. <br />. Provide only state -mandated training for all staff <br />members. Decreased training reduces officer <br />safety and increases liability. <br />C. The Best Case Scenario for the Criminal Investigation Division <br />would include the addition of three detective positions <br />and one administrative assistant position. The following is a <br />breakdown of where the staffing would be deployed: <br />1. One Crimes Against Persons detective position <br />14 <br />would be added to assist with the high volume of <br />robbery investigations, as well as the serious nature <br />of the other violent crimes investigated by that unit. <br />. We would add two general works detectives to the <br />division, who would work evening hours. These <br />positions would be responsible for handling <br />incidents that take place during "non business <br />hours"' thereby reducing the overtime call out of <br />the other investigators. These positions would <br />handle follow-ups that had to be done for the other <br />investigators during their shifts, such as statements, <br />physical/photo line-ups, and surveillance. The <br />detectives would also be available to assist the <br />narcotics investigators and coordinate activities <br />with the Patrol Division. If time permitted, these <br />investigators could also be assigned cold cases and <br />financial crimes cases. <br />. The addition of one administrative assistant position <br />to the division would assist the Public Safety <br />Dispatcher in providing support to the detectives. <br />The division had two positions for many years, but lost <br />one of them during budget cuts several years ago. <br />The position is needed to assist with getting <br />information processed at a much faster rate (pawn <br />slips, field identification cards), and getting <br />information to the detectives in a more timely <br />fashion to aid their investigations. Major cases with <br />lengthy taped statements require a great deal of <br />transcription time, along with the other duties and <br />responsibilities of the position. <br />4. To further assist in the quality of the investigations <br />we would like to have installed a screen at every two <br />person work station that provides monitoring <br />capability of Investigation Division interview room. <br />This would enhance the investigators'ability to <br />work as a team and cover all aspects of the <br />interview and interrogation process. <br />5. We also have the need to continue to explore the <br />newest advances in technology to assist with <br />investigations. Technology such as cellular tracking <br />systems can not only assist with cases, it could also <br />be a lifesaving piece of equipment in certain types <br />of investigations. There have also been significant <br />advances made in both forensic and wireless video <br />monitoring equipment that would be very <br />beneficial to the division. <br />D. In a Worst Case Scenario for the Criminal Investigation <br />Division we would encounter significant cuts in our staffing <br />
