Sims, Community Development Director <br />Cynthia Battenber~,~~usiness Development Manager <br />Elmer Penaranda, Senior Development Specialist <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />MATTER OF AMENDMENT TO THE MEMBERSHIP OF, AND APPOINTMENT OF <br />MEMBERS TO, THE WEST SAN LEANDRO SHUTTLE BUSINESS IMPROVEMENT <br />DISTRICT ADVISORY BOARD <br />SUMMARY AND RECOMMENDATION <br />The West San Leandro Shuttle Business Improvement District (BID) Advisory Board reviews <br />the annual report of the LINKS Shuttle service and makes recommendations regarding annual <br />increases to the assessment. In response to a vacancy in this five member board, the Business and <br />Housing Development Committee recommends modifying the membership of the business <br />owners to a minimum of three persons to a maximum of five persons, thereby making it a five- <br />to seven-member Advisory Board. The Committee also recommends the appointments of three <br />new members to the Advisory Board. <br />Staff recommends the City Council take the following actions: <br />Adopt the resolution to amend Resolution No. 2004-153 and modify the number of <br />business owners from a minimum of three persons to a maximum of five persons, thereby <br />making it a five- to seven-member Advisory Board. <br />2. By motion, appoint Ida Marmon of Nashional Office Furniture, Geza Paulovitz of Eric F. <br />Anderson, Inc. and Rich Wahl of Mr. Plastics Inc., as three additional representatives of <br />business owners within the West San Leandro LINKS Shuttle Business Improvement <br />District boundaries to serve on the Advisory Board. <br />BACKGROUND <br />On June 21, 2004, the City Council adopted Ordinance No. 2004-013 establishing the BID for <br />assessment of businesses located within the BID area for a portion of the cost to operate the San <br />Leandro LINKS Shuttle. At its meeting on October 3, 2005, the City Council adopted Ordinance <br />No. 2005-017 to extend the BID four additional years. Those ordinances and Sections 36530 and <br />36533 of the California Streets and Highways Code require that an advisory board be appointed <br />
