BID Advisory Board 2 October 16, 2008 <br />to make recommendations to the City Council on the expenditure of revenues derived from the <br />levy of assessments, and the method and basis of levying the assessments. On October 4, 2004, <br />the City Council adopted Resolution No. 2004-153 forming the West San Leandro Shuttle <br />Business Improvement District Advisory Board. <br />John Dlugosh, of Dlugosh Cabinet and Fixture Company, and Dora Wong, of the Coca Cola <br />Bottling Company of California, were appointed in 2005 and continue to serve on the Advisory <br />Board. <br />In response to a vacancy in this five member board, which also includes the City's Engineering <br />and Transportation Director and the City's Finance Director, the City mailed letters recruiting <br />interested persons from all of the businesses that pay the BID fee. The top 42 employers within <br />the BID received a letter from the Interim City Manager and the remainder of the businesses <br />paying the BID fee received a letter from the Office of Business Development. Businesses within <br />the BID employing five or fewer, landlords, home occupations, and non-profit companies are <br />exempt from the BID fees. <br />The Business and Housing Development Committee screened the applications from three <br />interested business persons from the BID area. They were as follows: <br />1. Ida Marmon, President, Nashional Office Furniture, 2400 Merced Street (Merced Street <br />south of Marina Boulevard). Ms. Marmon's business employs nine persons. <br />2. Geza Paulovitz, Chief Financial Officer, Eric F. Anderson Inc., 1066 Beecher Street. The <br />company has been in business on Beecher Street since the early 1980s. It employs 125 <br />persons which include 20 employees in the office and eight to nine in the shop on <br />Beecher Street. The business remodels or constructs the interiors of large supermarkets <br />such as Safeway. <br />3. Rich Wahl, Marketing Director, Mr. Plastics Inc., 2756 Alvarado Street (corner Alvarado <br />Street and Aladdin Avenue) representing Mr. Michael Adelson, the owner of Mr. <br />Plastics. The company employs 15 persons. <br />The Committee found all three of the applicants were well qualified to provide input and that <br />their businesses were geographically dispersed throughout the BID; thus the Committee <br />recommended that all three persons be appointed along with the current Board members John <br />Dlugosh and Dora Wong. The term of the office will be until December 31, 2009. Additional <br />business representation on the BID board will not only allow for more input, but may also assist <br />the City in not having to recruit for an Advisory Board member next year. <br />Expanding the Advisory Board requires an amendment to the resolution adopted in October 2004 <br />which .established that there be three business owners that pay the BID fee, as members of the <br />Advisory Board. The proposed resolution would now specify a range of three to five business <br />owners, along with the Director of Finance and the Director of Engineering and Transportation. <br />This would result in a five- to seven-member Advisory Board. <br />In making their recommendation to the City Council, the Advisory Board will conduct a review <br />of how BID funds were spent in the 2007-08 fiscal year, and whether the proposed assessment <br />
