MINUTES Page I 1 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting~ctober 6, 2008 <br />Mayor Santos reported that an offer has been made to a candidate for the General <br />Manager position at the East Bay Dischargers Authority (EBDA). He announced that <br />Karen Smith, Executive Director at StopWaste.org, will be leaving the agency at the end <br />of the year. <br />B. Reports on Conferences and Seminars <br />This item was omitted from the Agenda in the packet, but correctly appeared on the <br />posted Agenda. The City Council made Reports on Conferences and Seminars under <br />Item 12, City Council Comments. <br />C. Reports on Empowerment Funds <br />Councilmember Souza. reported that she made two contributions from her Community <br />Empowerment Funds: $300 to the Washington Manor Middle School Girls' Basketball <br />program and $300 to the Arroyo DECA program. <br />Mayor Santos reported that he made three contributions from his Empowerment Funds: <br />$250 to Girls Inc., $250 to CALICO, and $350 to the San Leandro Library Foundation <br />for the Trivia Bee. Mayor Santos stated that he received five dinner tickets for making <br />the CALICO donation, and offered them to the Council He also offered Trivia Bee <br />tickets to the Council, and indicated that the City Council needed to assemble a team. <br />Vice Mayor Stephens volunteered for the Trivia Bee team. <br />Councilmember Starosciak stated that she thought Community Empowerment Funds <br />could not be used to purchase tickets to functions, .and she asked Ciry Attorney <br />Williams for confirmation. Ms. Williams stated that if tickets are a gift to the City, then <br />they are not reportable by the individuals who use them. She indicated that she would <br />work with the City Manager to determine how the City obtained the tickets. <br />D. Reports on City Council Committees <br />1. Airport Committee Meeting of September 5, 2008. Accepted as submitted. <br />2. Business and Housing Development Committee Meeting of September 11, 2008. <br />Accepted as submitted. <br />Mayor Santos asked if the Council could see the design of the food court at <br />Bayfair Center, and what vendors would be there. Community Development <br />Director Luke Sims indicated that staff could provide the Council with the artist's <br />renderings of the food court. <br />Councilmember Souza commented on the presentation of the LINKS shuttle rider <br />survey, and noted that it was presented for informational purposes only. Mayor <br />Santos commented on the Metropolitan Transportation Commission's high rating <br />of the LINKS shuttle service, and that the service may be in line for a grant. Mr. <br />Sims indicated that staff has submitted a grant application to MTC for <br />
