effluent junction boxes; h) replace sludge pumps #1 through #3 with above grade equipment
for Clarifier #1; and i) construct new scum wells with level actuated scum pumps and odor
control.
5. New Fixed-Film Reactor - Provide a new circular fixed-film reactor (FFR) with a diameter
up to 105-feet and with a media depth of up to 17-feet. The new FFR will have a concrete base
and asteel-framed upper portion. A dome will be provided for the new FFR for odor
containment and associated piping will be provided for process to the new FFR. For reference,
the estimated engineering cost of this element is $125,000.
6. Existing Fixed-Film Reactor Improvements -Provide refurbishment of the existing 105-foot
diameter circular FFR. Areas anticipated to require improvements include: a) concrete base
structure; b) steel-framed structure; c) dome; and d) media replacement. For reference, the
estimated engineering cost of this element is $110,000.
7. New Compost Odor Scrubber - Provitle a new compost odor scrubber to replace the
existing compost odor scrubber that will need to be demolished to make room for the new FFR,
8. Existing Sludge Conditioning Tank Improvements -Provide coating and mechanical
improvements to the existing sludge condition tank to enable it to continue to operate as one of
the primary effluent flow equalization tanks.
9. Existing Sludge Reaeration Tank Improvements -Provide coating and mechanical
improvements to the existing sludge reaeration tank to enable it to continue to operate as one
of the primary effluent flow equalization tanks.
10. Existing Digesters 1, 2, and 4 Improvements -Provide the following improvements to
existing Digesters 1, 2, and 4; a) identify, repair, and coat interior concrete spalling areas for
Digesters 1 and 2; b) single Low Nox dedicated heat exchanger, hot water pump, recirculation
pump, and boiler with heat output to operate Digesters 1 and 2 together; c) mixing piping
improvements to Digester 1 to allow dual use of mixing pump between Digesters 1 and 2; d)
foam insulation for roofs of Digesters 1 and 2; e) a side man way for Digester 1; f) replacement
of roof top gas handling equipment and U-Tube assembly for Digester 2; g) piping to Digester
4 to allow for portable mixing capability; h) installation of redundant sludge piping (alternate
line) with clean outs for Digesters 1, 2, and 4; and i) thermal insulation for hot water and sludge
lines for Digesters 1, 2, and 4. .
11. Existing Digester 3 Improvements - If this digester is determined to be needed for solids
handling purposes, provide: a) concrete and coating repair of interior concrete spalling areas
for Digester 3; and b) mechanical equipment and digester accessories to enable this tank to
operate as a digester, including installation of redundant sludge piping (alternate line) with
clean outs.
12, Existing Final Clarifiers 3 and 4 Improvements -Provide the following improvements to
existing Final Clarifiers 3 and 4: a) new weir trough energy dissipating deflector for Clarifier 3;
b) wash water manifold and covered effluent launders for Clarifier 3; c) rebuilding or
replacement of RAS pumps 1 and 2 for Clarifiers 3 and 4; d) rebuilding or replacement of scum
pump 1 for Clarifiers 3 antl 4; and e) rebuilding or replacement of collector mechanism and
WAS pump for Clarifier 4.
Consulting Services Agreement between Project No. 08-593-52-239
City of San Leandro and Carollo Engineers, Inc.
