13. Existing Effluent Pump Station Improvements -Provide replacement of sluice gates with <br />stainless steel gates. <br />14. Existing Administration Control Building Addition -Provide remodeling of approximately <br />4,000 square foot of the existing building and addition of approximately 4,000 square foot of <br />the new one-story building. The addition will include additional space for record storage, office <br />space, library rooms, and laboratory space. In addition, the existing locker rooms and <br />restrooms inside the existing Administration Building will be improved to comply with current <br />Americans with Disabilities Act standards. The new building addition will be designed to <br />include certain LEED "silver" standard features but the building itself will not be LEED certified. <br />Fire protection performance specifications will be provided for the new building. Also, seismic <br />upgrade design of the existing Administration Control Building will be performed, if needed. <br />15. Civil and Yard Facilities -Provide design of new key civil and yard facilities to suit new <br />structures. These include: 1) new diversion structure to route influent flow from the interceptor <br />to the new headworks; 2) new drainage pipe that connects the inlet shown in the attached <br />Sketch 1 to the plant drainage system; 3) new piping connecting new and existing structures; <br />and 4) new grading and paving surrounding the new structures. <br />16. Landscaping Design -Provide design of landscaping needs surrounding the new <br />Administration Control Building, existing sludge lagoons berms (1,000-ft x 20-ft), area around <br />the new headworks and influent pump station (180-ft x 20'), and the Davis Street frontage area <br />(500' x 20'). <br />17. Electrical Design -Provide the following improvements to existing electrical improvements: <br />a) replacement of PG&E service transformer with grounded secondary transformer; b) <br />rep-acement of PG&E 12 KV feed to service transformer with new conduit and conductors; c) <br />replacement of main PG&E service and distributor switchboard with 3-wire, draw out, <br />adjustable trip unit; d) isolation of operator controls at new VFDs and new MCCs; e) upgrade of <br />MCC-J1 and C for Final Clarifier 3 to weather rated enclosure to bring into compliance with <br />NEC; f) upgrade of electrical feed to MCC-G to bring into compliance with the NEC; g) upgrade <br />of electrical feed at the roof of Digester 4 to bring into compliance with the NEC; h) <br />replacement of feeders to all MCCs with 3 wire system; i) replacement of MCCs A, A1, D, F, H, <br />L, R, and S (MP # G23); j) replacement of MCC E1 (MP #E9), and k) replacement of breaker <br />handles at MCC B (MP #E10). <br />18. Instrumentation and Control Design -Provide instrumentation and control (I&C) design of <br />the new/modified equipment and/or facilities to operate with the existing facilities. <br />During the final design period, Consultant shall prepare for and submit three (3) progress submittals (at the <br />50 percent, 90 percent, and 100 percent completion stages). Each submittal will include half-size drawings <br />and specifications completed at that particular design stage and each stage of the submittal will include <br />progressively more information and details for the City to review and make written comments. It should be <br />noted #hat the 90 percent submittal to the City will be a complete set of contract documents that will also be <br />submitted concurrently to the Consultant's in-house quality team for final checking. <br />Consultant shall provide construction cost estimates as part of the 50, 90, and 100 percent design <br />submittals. Cost estimates will be prepared based on quantity take-offs, estimating guides, equipment <br />manufacturers' quotes, and construction cost of similar facilities.
