DRAFT MINUTES <br /> Page 10 <br />October 20, 2008 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />Councilmember Starosciak reported that the League of California Cities East Bay <br />Division received a presentation from PG&E on energy savings. The Congestion <br />Management Agency Plans & Programs and Administrative & Legislative <br />Committees met and recommended to the Board the use of STIP funds for prioritizing 3 <br />major projects: BART to Warm Springs, the Dumbarton Rail Corridor, and Bus Rapid <br />Transit. The Committees also forwarded to the Board an agreement with the Executive <br />Director to have the CMA manage the I-880/Davis Street overcrossing design. <br />Councilmember Starosciak reported that the LINKS Shuttle is the top priority project <br />recommended for $400,000 in funding from the Lifeline Transportation Fund. <br /> <br />Mayor Santos asked Councilmember Starosciak if she felt the Council could also <br />benefit from the PG&E presentation. Councilmember Starosciak suggested that it <br />should first be determined whether a PG&E study has been performed of <br />energy usage. <br />Councilmember Prola reported on the Alameda County Mosquito Abatement District <br />meeting, noting that there have been no positive reports of West Nile Virus in San <br />Leandro; however, there have been positive reports, mostly of birds, elsewhere in <br />Alameda County. Councilmember Prola also reported on a meeting of the Oakland <br />Airport Community Noise Management Forum. Items discussed included the phase out <br />of Stage 1 and 2 business jets, which was killed in the Senate this year; the 10 Year <br />Anniversary program on November 6 at Jack London Aquatic Center; and the attempts <br />to modify the nighttime flight patterns of jets to divert them from flying over <br />neighborhoods. He pointed out at the meeting that in the North Field quarterly quiet <br />hours compliance summary for April-June, the non-compliant departures had increased <br />from 7 in April to 13 in June. <br />Councilmember Souza reported that the Associated Community Action Program <br />(ACAP) Board performed its grant review. ACAP had about $300,000 in community <br />grants available, and received almost $600,000 in funding requests. Councilmember <br />Souza noted that the community need far exceeds the available funding. <br />Mayor Santos reported that the East Bay Dischargers Authority is currently in <br />negotiations with a new General Manager. Mayor Santos reported that at a special <br />meeting of the Alameda County Transportation Improvement Authority (ACTIA), <br />members of the County Board of Supervisors who are also members of both ACTIA <br />and the CMA discussed the possibility of combining the two agencies. <br /> <br />B. Reports on Empowerment Funds <br /> <br />Mayor Santos reported that he contributed $250 from his Community Empowerment <br />Funds to Mammography Screening of Alameda. <br /> <br />
