October 1, 2008
Feasibility of a Dog Park
Page 2
has d" of decomposed granite throughout the pazk and option #3 has 8" of decomposed granite
throughout the entire park. The Recreation and Park Commission recommends option #2 as it
will reduce maintenance costs (decrease need for mowing) and reduce ponding of water (creating
mud) while providing a comfortable surface for the dogs.
Currently, the Park Development Fund has $700,000. Park Development funds are to be used to
build new parks and amenities for the community, not to renovate current parks and facilities.
We believe this requirement would make the dog park a good match for the use of these funds.
In addition, Four Paws Society will make every effort to reduce the cost to the City by
fundraising for the dog park. San Leandro is very fortunate to have a strong, proactive advocacy
group that will do every thing possible to ensure the project is a success for the San Leandro
Community.
The Public Works Department estimated the cost to perform routine maintenance at $22,000 per
year. In addition, the variable costs due to vandalism or acts of God, including fence repair and
replacement, water breaks and graffiti are estimated at $3,000-$9,000. Currently the
maintenance costs for that area are covered under the Heron Bay Assessment District. Should
the City convert the area to a dog park the maintenance costs would need to be charged to the
general fund.
Thank you for requesting our input. We -have learned much about dogs, dog parks and the
overwhelming use of our parks by dog owners and the need for a designated area in San Leandro
in our year of research.
Sincerely,
,_ -. ~~
-Peggy H. ombs, Vice Chair
The San Leandro Recreation and Parks Commission: Robert Brannan, Luster Knight, Benny
Lee, Juan Martinez, Tom Makin, Ed Shapiro and Debi Vandiver
