(2624) <br /> <br />A motion was made by Vice Mayor Stephens, seconded by Councilmember Souza, to <br />pass the ordinance to print. <br /> <br />Councilmember Prola stated that he had hoped to receive a presentation on the item and <br />have an opportunity to ask questions. He acknowledged that there are problems with <br />alcohol use in the parks, but noted that there are groups that use alcohol responsibly, and <br />they should not be penalized. Councilmember Prola suggested an amendment to the <br />ordinance to ban alcohol use only in the parks where police have deemed it to be a <br />problem. <br /> <br />Councilmember Starosciak noted that the issues raised by Councilmember Prola were <br />also brought up by the Facilities and Transportation Committee, and were addressed by <br />Recreation and Human Services Director Carolyn Knudtson and Police Chief Dale <br />Attarian. <br /> <br />Ms. Knudtson reported that alcohol related problems include noise, parking, fighting, <br />excess litter, and other problems requiring police response. She pointed out that if <br />alcohol is banned only at certain parks, the problems will shift to those parks that allow <br />alcohol. Ms. Knudtson stated that in formulating its recommendation, the Recreation <br />and Parks Commission wanted to maintain consistency throughout the park system, and <br />wanted the City to send a consistent message to park users. <br /> <br />Police Captain Ian Willis reported that there have been approximately 950 calls for <br />the noise complaints at the parks are alcohol related. Captain Willis commented on the <br />difficulty in enforcement when alcohol is banned at some parks and not others. He <br />noted that issuing permits for alcohol use can also create problems, as it could be <br />viewed by the public as selective enforcement. <br /> <br /> Passed to print <br /> <br />M/S/C Stephens and Souza. Ayes: 6; Noes: 0; Abstain: 1 (Prola) <br /> <br /> <br />C.Matter Regarding the Long Term Viability and Future of the San Leandro Marina and a <br />Motion by Council to Select Option III for Dealing with the Marina Dredging Issue and <br />Directing City Staff to Work with the Army Corps of Engineers to Proceed with <br />Dredging (converts the Marina to a community recreational area only for uses such as <br />small boats and crafts, beach play areas, and water trails). <br /> <br />Mr. Hollister gave background on the item and introduced Engineering and <br />Transportation Director Uche Udemezue. Mr. Udemezue gave a PowerPoint <br />presentation, summarizing the results of a shoaling study on the San Leandro Marina, <br />and the three dredging alternatives available.
