OF43 TO <br />ACCEPT STATE FUNDS OF $350,000 FOR THE ADVANCED TRAFFIC MANAGEMENT <br />SYSTEM (ATMS) UPGRADE PROJECT, PROJECT NO. 150-28-188, STATE PROJECT NO. <br />TLSPL-5041(032) <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council adopt a resolution authorizing the City Manager to <br />execute the Master Agreement and Program Supplement Agreement that accepts state Traffic <br />Light Synchronization Program (TLSP) funding of $350,000 for the subject project. <br />BACKGROUND <br />The City's Advanced Traffic Management System (ATMS) provides basic and advanced <br />communication functions to our traffic signals, including synchronizing signals and reporting the <br />failure of field devices. The system was installed in 1999, and both its software and hardware <br />are nearly obsolete and at the end of their useful lives. New technology and communication <br />protocols will allow the City to fully utilize its fiber optic network and provide the much needed <br />extended functionality of a state of the art ATMS. <br />Staff has secured a state grant of $350,000 through the TLSP to upgrade our ATMS. The City <br />was one of 62 jurisdictions to receive TLSP funding that will be distributed from funds deposited <br />in the Highway Safety, Rehabilitation and Preservation Account. The Highway Safety, Traffic <br />Reduction, Air Quality, and Port Security Bond Act of 2006, approved by the voters as <br />Proposition 1B on November 7, 2006, included a $250,000,000 program to fund traffic light <br />synchronization projects and other technology-based improvements to improve safety, operations <br />and the effective capacity of local streets and roads. <br />
